Abstract/Summary:
Public institutions is considered as the unique structure to China,it is served the key component of the economic and social development,and it is also the major contributor to the socialist modernization.With the reform of various parts of the country have been carried out in depth,public institutions classified reform is also at a critical stage;it is proposed that performance pay could be a unit of income distribution system reform in the core of the reform of institutions,and that will play rather important role,that effect will involve not only four thousand million institutions of the vital interests of staff,but also related to the level of social welfare services to improve institutions.Since 2009,the implementation of the public institutions’ performance pay has made remarkable achievements,effectively motivated the staff from public institutions,inspired the vitality of public institutions;but it is undeniable that there are still many problems with the new policy implementation.This paper mainly analyzes the implementation of performance pay in public institutions of city J,proposes the problems in the implementation of performance pay,and gives feasible suggestions.First of all,the author summarizes the relevant theories concepts of the income distribution system and reform milestones in public institutions of the salary compensation systems,analyzes the policy perspective of the income distribution reform of the public institutions,and clarifies the macroeconomic units implementation of performance pay.Secondly,the author elaborates the specific situation of salary performance in public institutions of J city,and gives examples explaining the construction of internal performance appraisal and distribution system in public institutions.On this basis,the author proposes the problems in the implementation of performance pay in public institutions,and analyzes the causes of the problems.Thirdly,according to the problems in the implementation of performance pay,as well as the causes of the problems,six suggestions for improvement are proposed:perfecting the performance pay adjustment mechanism,allocating the total salary reasonably,perfecting the internal performance appraisal system and innovating performance pay allocation incentive mechanism,change the original system under the formation of the inherent ideas,and further strengthen the performance of the performance unit supervision.Finally,the paper summarizes the full text,and draws up the implementation of performance pay to propose the idea,pay attention to the concrete internal performance appraisal on the basis of performance pay distribution,to implement the main body status of institutions to improve the public service level of institutions objectives of the three conclusions,with a view to the future performance of wage benefits.
