| Since the 1980 s,improving the quality of public service has become a persistent and fundamental task of public administration reform.The improvement of the quality of public services has become the most important topic of governance.In retrospect,the development process of Western public service quality improvement,it goes through the linear development stage of fairness,economy,efficiency,and citizen satisfaction which shows the general law of the development of public service quality,and it also reflects the progressive reform and development of Public Service in Western Countries.Different from the linear logic of the development of homogeneity in Western countries,the improvement of public service quality is based on "three levels and two hops"(transformation from an agricultural society to an industrial society,and from an industrial society to an information society)in China.The actual administrative ecology is characterized by regional difference,urban-rural difference,group difference,and individual difference.Therefore,as an improvement of public service quality in late modern countries,It is very important to realize the leap-forward development of public service quality,adapt to the real need of the new era of socialist government,and build a theory of improving public service quality that suits China’s social reality and political ecology.So it becomes the theoretical goal and practical requirement to set a new framework for the improvement of public service quality in contemporary China.Based on the need of public service quality reform in contemporary China,this study proposes to construct a “multi-dimensional cycle interaction” research framework of improvement of public service quality which is different from the linear model in the West.The framework of "multi-dimensional cycle interaction" public service quality improvement mainly carries out value positioning and theoretical argumentation from the three dimensions of goal orientation,framework structure and framework model.Firstly,the objective orientation of public service quality improvement mainly includes the multidimensional quality value requirements of fairness,performance,and satisfaction.It is based on the dynamics of innovation-based countries and public service transformation,regional development difference,and urban-rural development difference and unbalanced public service reality.The positioning of the management mechanism and the circular interactive operation mode determined by the infinity of the public service demand,the development of the public service environment,and the stage of the development of the public service.Secondly,the framework structure of the improvement of public service quality mainly explains the single internal connotation of content,cyclical structure and dynamic mechanism of equity,performance and satisfaction,and on the basis,it presents “fairness-performance-satisfaction”."The advantages of multi-dimensional improvement,multi-dimensional circulation,dynamic interaction of the framework structure.Finally,the framework and practice of public service quality improvement are possible.It is explained that the logical basis of the theory of public service quality improvement is essentially linear and causal to complex interaction.The basic orientation of value orientation is pluralism and compound equality,and the actual practice presents a differential order pattern.With ecological balance,the advantages of this theoretical model are highlighted.The framework of public service quality improvement is not only a theoretical demand but also a realistic response to the public service quality reform.The “worker online” in Guangdong Province,the standardization of administrative service in Zhangzhou City,and the case of Nanjing City are verifying,in varying degrees,the multidimensional orientation of the improvement of public service quality under the“multidimensional cyclic interaction” model of fairness,performance,and satisfaction.These cases have already explained the actual reform of the framework in the macroscopic level.Based on the framework of “multi-dimensional cycle interaction”on public service quality improvement and case studies,this study proposes the public service quality in the “multi-dimensional cycle interaction” visual field.The collaborative path are improved.The objects coordination,subjects collaboration,and process coordination of public service quality improvement have become an inevitable practical requirement. |
