Since the establishment of the open recruitment system in our country,it has become the main employment channel of public institutions in just ten years.The system has expanded the scope of candidates,improved the quality of employee,ensured fair employment and promoted the development of public matters.But in the course of practices,some prominent issues has emerged,such as the lack of supporting policy protection,unspecific recruitment,complicated process and discipline violations.By taking the open recruitment system of the local public institutions as the research object,this paper studies the internal and external factors of the open recruitment system,and draws lessons from the relevant research results and the examination system of the civil servants at home and abroad,comprehensively analyzes the implementation process of the local public institutions and puts forward the systematic optimization solution,which is verified in the case of Ma'anshan,Anhui Province.By focusing on the external and internal factors that affect the open recruitment system of local institutions,the paper is trying to identify the root causes of existing problems.External factors mainly affect the top-level design of open recruitment system.Among which,the government's positioning to the position of the institutions determines the direction of employment,the management of public institutions determines the scarcity of the posts,and social opinion determines the "open,fair and just" for the consideration of social recognition.Where civil service examination system provides mature model to learn from,but also makes the open recruitment system of public institutions more difficult to break through the existing model.Internal factors mainly affect the effectiveness of the public recruitment system.The personnel management ability ensures the construction and implementation of public recruitment system,the design and organization determines the actual effect of open recruitment,talent evaluation criteria determines the reasonableness of open recruitment,and unofficial employment impairs the integrity of the personnel system.On the basis of deep research and analysis of influencing factors,this paper proposes to further optimize the system through perfecting the supporting system,strengthening the construction of recruitment ability,optimizing the recruitment process and intensifying the disciplinary punishment.At the same time,through the typical case of Ma'anshan in improving the public institutions and the effectiveness of the recruitment system,the paper also verifies the feasibility of the systematic optimization program.This article has a certain reference significance for the construction and implementation of the open recruitment system of public institutions,which will help to further enhance and develop the open recruitment system of public institutions in our country,and play an important role in deepening the personnel system reform and continuously improving the level of public welfare service.
