The incident of NIMBY is a manifestation of social conflicts and conflicts of interest after each others game. The public opinion governance of the incident NIMBY network tests the government’s governance ability and governance level.Since the occurrence of the PX incident in Xiamen in 2007,the incident of NIMBY has gradually attracted public attention. In the past decade, with the development of the Internet and the rising awareness of environmental protection among citizens, the number of outbreak incidents in China has increased year by year, and the conflicts of interest arising from adjacency events have also spread from the actual space to the cyberspace. At present, the research on the governance countermeasures of the adjacency event is limited to the perspectives of public management and environmental protection in the actual field. This article explores new ways to explore the dilemmas and countermeasures of adjacency event management under the perspective of the network public opinion.Based on the connotation of adjacency event networks and related theories, this paper summarizes the public opinion situation of neighboring NIMBY events that has occurred in the past decade, summarizes the development status of the public opinion advocacy network, and shows that the public opinion governance of China’s adjacency NIMBY incident is still in its infancy. The governance method is not yet mature. The reality is highly interactive with the virtual field, and the online space communicates with the offline space. This paper selects the most representative Zhenhai anti-PX event network in Boating as an analysis sample, analyzes the current situation of network public opinion, governance dilemma and reflection, and assesses and examines the pros and cons of the current situation of China’s government sector governance bypass incidents.Through this study,we find that there are many predicaments in the governance of public opinion in our country’s network of adjacency events. In the era of network of interest games and conflicts, the reality of predicament of adjacency event networks is superimposed on each other in the network environment. The technical nature of the Internet has increased the complexity of public opinion governance.Internet interactions have increased the variability of public opinion governance.Under the Inter net’s visual threshold, public opinion has responded to the existence of lag.Citizens’ participation in public opinion has been passive, eventually triggering the NIMBY of the Internet. This paper focuses on excavating the status duo and existing problems of public opinion governance in the network of adjacency NIMBY events. It finds that the governance mechanism of the public opinion governance mechanism is not perfect, the governance awareness of the object network is insufficient, the social community’s perceptions are seriously out of balance, and the incident’s network of interest conflicts is the cause of problems. An important reason for avoiding the dilemma of the network public opinion governance.Based on the above analysis, this paper researches and proposes relevant strategies and recommendations for the public opinion governance of our country’s NIMBY.First,we must establish a network early-warning mechanism, attach importance to data collection, strengthen information analysis, and optimize policy formulation.Second,we must improve the network emergency response capabilities of all departments to build a modern public opinion response system;then we must improve the network interaction mechanism to achieve a diverse governance body; The interest compensation mechanism promotes the equalization of benefits distribution,so that the results of the public opinion governance of the neighbor NIMBY event will benefit all citizens.
