Research On The Model And Method Of Evaluation Index Of Basic Public Service Equalization

During the 40 years of reform and opening-up,China has achieved remarkable achievements in the world,and the level of economic development has been improved.By the end of 2017,China’s GDP had reached 12.24 trillion trillion dollars,followed by the United States ranked second in the world,but there is still the people’s growing good life needs and imbalance between the inadequate development of contradictions.The lack of basic public services,low quality,unbalanced development and other problems restrict the economic and social development and meet the growing material needs of the people.The imbalance in economic development between regions,which in turn leads to uneven development of basic public services in the region,is unavoidable,but the gap should be minimized.Promoting the equalization of basic public services is the basic condition for everyone to share the achievements of social development,thereby reducing social contradictions and conflicts and building a harmonious society.How to evaluate the level of equalization of basic public services and promote the equalization of basic public services has become the focus of research at home and abroad.As an excellent multifactor system evaluation method,index modeling is used to evaluate the level of equalization of basic public services,has been paid attention to by scholars,but the existing Equalization Evaluation Index modeling research is not perfect,there are related theoretical concepts are not clear,lack of data,narrow research,mainly from the financial input and the status of statistics to start,such as congenital deficiencies,The method of evaluation model is unitary,which is mainly the expert’s right,which is too high for the researcher to promote the normalization of basic public service equalization in China.[Objective]to construct a set of basic public Service Equalization Evaluation index model,which accords with the basic public service orientation,combined with the results of geographical national conditions,and can be used to promote the normalization of basic public service equalization in China.[Method]This article through the study of basic public services equalization of government development planning,theoretical literature and practical research,summarizing the domestic and foreign research status,clarifying the core concept of basic public service equalization,aiming at the unbalanced distribution of basic public service in our country,comprehensive geographic national conditions census data,socioeconomic statistic data and sector industry data,The indexes which mainly reflect the level of the basic public equalization are selected,the methods of accessibility analysis and statistical analysis are used to quantify the indexes,the weights of the one or two indexes are determined by the entropy weight method,and the level of equalization of basic public services is evaluated by the grey comprehensive evaluation method based on grey relational degree.and use Wuhan data to carry on the experiment analysis.Conclusion](1)established by the basic public education,public health,public culture and sports,social welfare 4 first-level indicators of the Basic Public Service Equalization Index system,under the 19 two-level indicators,according to the quantitative method divided into statistical indicators and spatial distribution indicators,covering the basic public services equalization of the impact factors;(2)The quantitative method and comprehensive evaluation method of each index are determined,and(3)The evaluation Index is scientific,through continuous theoretical demonstration and the use of Wuhan data for empirical Analysis,(4)The equalization of basic public services is affected by the continuous development of economic society,and its evaluation content and methods should be perfected constantly.
