| In our country,the problem of corruption has been continuous throughout history.Especially at present,corruption has become an important factor to threaten the regime and political democracy,what’s more,it has become a key factor with regard to the healthy and stable development of market economy and people’s rights and interests protection.In its more than 200 years of history,the declaration of the property of public officials has turned out to be a powerful tool for combating corruption.Our country has began to explore the implementation of property declaration system in order to address the increasingly serious corruption from reform and opening in the late 1980 s.At present,in the field our government has issued a lot of specification documents.At the same time,in the new century,China has started the local pilot work of property declaration,and so far,nearly 40 cities have joined the pilot program.However,compared with the West,there are still many problems in the property declaration system in China.The theoretical basis is based on the principal-agent theory,after teasing out the development and the present situation of China’s public officials property declaration,the text analyses some problems in the current property declaration from the level of system effectiveness,the system text,the degree of openness of property,the executive power and related supporting measures.The reason of present state of property declaration is analyzed by means of principal-agent theory.Next,on the basis of property declaration experience from other countries,combining with China’s national conditions and practical situation,the text puts forward five aspects to perfect declaring property path for our country civil servant——from speeding up the property declaration legislation,perfecting the content design of system,increasing the degree of public property,strengthening the enforcement of system,speeding the construction of supporting measures. |
