With the rapid development of economy and society, the pension issue under the background of population aging has become a common social problem faced by all countries in the world. For China, which is "not rich first" and "rapidly aging",the pension problem is particularly serious.Chinese have always valued "providing for the elderly".Chinese have also kept the major concept in old-age care that raising children is for old age since ancient times. This concept is deeply ingrained, especially in rural areas. However, the implementation of one-child policy has led to an increasingly miniaturization of family structure, and the development of urbanization has made the migration of youth population from rural areas to cities.Due to the effect of these two factors, the traditional family pension mode in China has been greatly affected, and the function of family supporting is weakening. Not only the traditional family supporting cannot play a role, but also the institutional pension mode cannot completely cover the vast rural areas yet.Under such circumstances, promoting community care services in rural areas arises at the historic moment.Based on the questionnaire survey of the elderly in X Village of West Wuhan City, this paper discusses the huge differences between the actual demand for old-age care and the supply of old-age care services.Combining the characteristics of local community care services and the local government pension policy,we find the predicament that restricts the local community care service.Combining the local characteristics and learning from international experience as well,we propose effective solutions to the development difficulties of local community care services.China's rural population is aging more than cities, but the ability of cities to deal with population aging is obviously stronger than that of rural areas. As the aging of the population accelerates, the problems faced by rural areas in responding to the aging of the population are even more severe. Therefore, the focus of China's aging problem locates in rural areas.Based on the new socio-economic development strategy of urban-rural integration, this paper uses literature analysis and survey methods to discuss the current situation of supply and demand for rural community care. The first part of this article is an introduction;it mainly introduces the research background, research significance, domestic and foreign research review, research ideas and methods,as well as innovations and deficiencies. The second part is the elaboration of relevant concepts and theoretical basis of rural community care. The third part analyzes the necessity and the feasibility of promoting community care services in China's rural areas. The fourth part takes X Village in Wuhan City as the survey object to analyze the status of supply and demand of rural community care in China and the contradiction between supply and demand. The fifth part introduces the improving experience and inspiration of rural community care services which we gain in the process of urbanization overseas. The sixth part is the methods and recommendations for effectively implementing rural community care services in the process of urban-rural integration.
