The management of overseas personnel is one of the responsibilities of the exit and entry management department of the public security organ,and it also has the dual meaning of management and service.The influence of overseas personnel management is as small as local economic and cultural exchanges abroad,as well as national sovereignty and international image.It is an administrative power that China must attach importance to under reform and opening up.With the victory of the Nineteenth Congress,socialism with Chinese characteristics has entered a new era.China's world influence will attract more foreign-funded enterprises and foreign talents.The continuous increase in the number of overseas personnel will become the trend of the times.Today,with the development of social pluralism,how to manage the advantages of avoiding harm and improve the ability of overseas personnel to better handle the development of economic,political,and cultural issues is an issue that administrative law enforcement agencies should consider.The management status of overseas personnel in China is the first-and second-tier cities such as Beijing,Shanghai,and Guangzhou.Because of its inherent advantages in economic development,the management team of overseas personnel is sound,and overseas personnel management has formed a set of mature and stable mechanisms;The characteristics of the status quo of foreigners in the four-tier cities are different from those in Beishangguang and other large cities.There is room for improvement in both the overseas personnel management team and the overseas personnel management mechanism.D County is a county under the jurisdiction of Lianyungang City,Jiangsu Province.Due to its unique advantages in crystal industry development,natural crystal reserves and quality rank first in the country and attract the attention of people both at home and abroad.Every year,D County is located outside of D County.There are more than 1,000 person-times and more than 300 permanent members are from abroad,mostly from South Korea,Japan,Taiwan and other countries and regions.In daily management,there are problems such as difficulties in temporary accommodation registration for diaspora personnel,single management tools lagging behind,blindness in basic-level foreign-related management,and incomplete information management for overseas personnel.This article mainly combines the case analysis method,the theoretical analysis method,the comparative analysis method and the experience summarization method,takes D County's overseas personnel management practice as an example,and explores and solves the above problems from the manager's first perspective.The body of the article is divided into four parts.First of all,introduce the elaboration of domestic and international exit-entry management theory and the problems faced by overseas personnel management in China at this stage.Secondly,by drawing lessons from advanced experiences in cities such as the United States,Australia,and domestic cities such as Beijing,Shanghai,Guangzhou,and Shenzhen,and drawing on relevant experience,the status quo of overseas people in D County and the problems existing in their management are analyzed again.Finally,the current D counties have emerged.From the perspective of administrative law enforcement,it proposes effective countermeasures and suggestions for D County's management and service to overseas personnel.Through the study of the management issues of foreigners in D County,the following conclusions have been drawn: The management of offshore personnel at the county-level public security authorities has its own characteristics.It completely replicates Beishangguang's experience and sometimes counterproductively.Based on summarizing the basic problems in the region,it has advanced experience.Selecting land for reference,such as information construction of overseas personnel management,"one-stop" network services,including "real population" management.At the same time,it is necessary to prescribe the right medicine,scientifically and rationally solve the problem of institutional setup and staffing,play the central role of the "outside management" of entry and exit,and be able to achieve the right to release the power and to jointly manage the issue.Innovative management service model,such as the "6+6+6" management service model implemented in D County,has no blind spots in management and services are not relaxed."Internal force" and "external force" are combined to strengthen the quality of civilian police and to implement all work measures.
