Local Governments Coping Mechanisms Of The Environmental Crisis

Since the 21st century, Chinese government faced with challenge of the environment crisis. The government feels the huge pressure to the burst of environment crisis. Therefore, the Chinese government begins the mechanism construction to environment crisis immediately, regardless of were or has all yielded the significant result in the theory aspect and in the actual implementation aspect. However, the basic unit --local authority, has no corresponding theory instruction to the crisis, until at present, the local authority environment crisis management work still is unable to launch scientifically.As one kind of the public crisis, after environment crisis eruption, it has thecharacter of difficult controlling and its disaster consequence, opposite to centralauthorities, when the crisis occupies, the local authority must be in the first line, itsconcrete, long-term and numerous work makes it different and diverse. This articleembarks from local authority's administrative characteristic, through analyzing thecharacters of the environment crisis, in straightening out the management procedureof the local authority environment crisis, referring to the overseas successfulprocedure, to give some suggest to policy establishing of the local authorityenvironment crisis, and this is extremely significant.
