Employment is a basic component of one’s self-esteem,self-confidence,and self 1 ove.The disabled have a very low rate of employment compared with able-bodied pe ople.They have longer unemployment and higher risk of unemployment than normal people.At present,there are 32 million 190 thousand people with disabilities in china.312 thousand get new jobs.Among them,930 thousand from towns,219 thousand fr om rural people.A large proportion of the disabled have to rely on the help of the g ovemment and relatives and friends.For disabled,there are fewer normal people,less chances of employment,fewer opportunities and less stability.Shenyang,has held the"golden autumn post" the disabled employment promotion,the rural disabled CDPF 2016 first disabled entrepreneurship training,and vigorously enforce "handicapped empl oyment regulations".However,unequal policy and actual situation,weak implementatio n and poor supervision.For example,the construction of disabled persons’ incubation base in Shenyang is a special project in Shenyang,but only one is in the city.Train ing sites for disabled persons need detailed planning.Therefore,the Shenyang municip al government needs to effectively implement the relevant state regulations,and on the basis of regional specificity,formulate relevant local policies,and strive to fundament ally solve the problem of employment of disabled persons in Shenyang.Start by asking questions,researching questions as processes,and solving problem s.The introduction part summarizes the background,research significance,research me thods and innovations of this thesis.The second chapter defines and summarizes the r elevant concepts:the concept and theoretical basis of the employment of the disabled and the disabled.The third chapter mainly explains and analyzes the current situation,problems and reasons of the employment of the disabled in Shenyang.The fourth ch apter summarizes the experience of the employment of disabled people in India,a maj or developing country in the United States,as well as in developing countries,and su mmarizes the experience that can be used for reference.The fifth chapter according to the overseas employment experience of disabled people,put forward to improve the management measures of the employment problems of disabled people in Shenyang.T he sixth chapter is the conclusion of this article,and makes a final summary.
