Research On The Dynamic Management Of The Power List Of Local Government

At present,all provinces across the country have completed the publicity of the list of powers,this system has already taken the first step.With the deepening of the reform,the content of the list of power needs to be adjusted with the laws and regulations and the development of the society,and the content of the list of power will be further updated and improved.This paper takes the dynamic management of the list of power as the core,grabs the focus of the reform of the power list system,and tries to solve the problems exposed in the practice of the power list system,and better give full play to the original value of the design of the power list system.This paper first introduces the contents of the current power list system of local governments,and makes a review of its connotation,theoretical basis and significance.Secondly,it focuses on the current situation of the dynamic management of the power list,and discusses the adjustment contents,the scope of adjustment and the effect of the implementation.In this process,the problems existing in the current dynamic management are exposed,including the lack of government concepts and legal norms,the lag of dynamic inventory management and the fuzzy procedure,and the lack of effective operation and management supervision.In order to better solve the above problems,strengthen the effective restraint of the public power of the government by the list system and give full play to the active utility of the power list system,this paper puts forward the countermeasures to solve the current problems from the direction of rule of law and normalization,including perfecting the construction of laws and regulations,strengthening the construction of the procedure,strengthening the supervision and accountability as well as widening the mass participation.And channels,improve the evaluation system,and improve the construction of Internet government.As a newly emerging thing,the list of powers will encounter all kinds of challenges and problems.The author believes that under the standardized and dynamic management,the inventory system can better play its institutional value.
