Civil servants' performance appraisal is one of the main parts of civil servants' human resources management.through effective performance appraisal,civil servants can understand their own shortcomings and make self-correction.At the same time,it can also enable the government to award outstanding civil servants and punish those who have performed poorly according to the assessment results.There are still many problems in the performance appraisal of grass-roots civil servants in Xieng Khoung province of Laos,which makes the ability of civil servants can not be effectively reflected.In this study,literature analysis method is used to determine the performance appraisal theory of grass-roots civil servants in Xieng Khoung province,Laos.in practical work,a large number of historical documents are collected to understand the problems existing in the performance appraisal of grass-roots civil servants in Xieng Khoung province,Laos,which can provide effective reference for this study.Then the induction method is used to comprehensively sort out the characteristics of the performance appraisal management of the grass-roots civil servants in Xieng Khoung province of Laos,and comprehensively analyze the specific methods of the performance appraisal of the grass-roots civil servants in Xieng Khoung province of Laos,which is helpful to improve the performance appraisal of the basic civil servants.Then use the interview method to deeply understand the current situation of Laos grass-roots government civil service performance appraisal system,and according to the interview results to develop effective performance appraisal perfect strategy.There are six chapters in this thesis.The first chapter is the introduction,which mainly expounds the background and significance of the topic,and explores theimportant reasons and significance of performance evaluation of civil servants in Laos.at the same time,it puts forward the innovation and deficiency of the paper.The second chapter mainly introduces the definition of related concepts and the theory of close relationship with the performance appraisal of civil servants,including the definition of grass-roots civil servants,performance connotation,performance appraisal connotation,and other content,as well as the theoretical basis of performance appraisal of grass-roots civil servants in Lao Xieng Khoung province,including human capital theory,new public management theory,etc.The third chapter mainly explores the basic situation and performance appraisal status of grass-roots civil servants in Xieng Khoung province in Laos,and analyzes the basic situation of civil servants in Xieng Khoung province mainly from the aspects of education,age,gender,nationality and so on.At the same time,in the analysis of the current situation of performance appraisal of grass-roots civil servants in Laos,this paper mainly from the assessment standards,assessment process,assessment from 2015 to 2016 and so on.The fourth chapter mainly analyzes the problems existing in the performance appraisal of the grass-roots civil servants in Laos,including the performance appraisal system is not standardized,the performance appraisal standard is not clear,the performance appraisal method is not scientific,the performance object to the appraisal work understanding is wrong,the appraisal process is unreasonable,the appraisal environment is bad,does not pay attention to the supervision of the later period of the appraisal,on the basis of the analysis of the causes of the problems existing in the performance appraisal of grass-roots civil servants in Laos,provide accurate information for the next development of solutions.The fifth chapter puts forward some countermeasures to improve the performance appraisal of grass-roots civil servants in Xieng Khoung province,including standardizing the performance appraisal system,clarifying the performance appraisal standards,standardizing the performance appraisal methods,strengthening the education of civil servants involved in the performance appraisal,standardizing the appraisal process,optimizing the appraisal environment,and strengthening the post-evaluation supervision.The sixth chapter is the summary of this study,hoping that the proposed measures of performance appraisal of grass-roots civil servants in Xieng Khoung province,Laos,can provide effective reference for the Lao government to improve the performance appraisal of civilservants in Xieng Khoung province.
