The Research Of Party Consultation Before And After The Foundation Of The People’s Republic Of China(1949-1956)

In the important period of the People’s Republic of China’s transformation and democratic revolution,the democratic form of Party consultation runs through the whole history of party history in China.The Communist Party of China began to explore and cooperate with other democratic parties at the beginning of the founding of the Communist Party.On the basis of establishing political legitimacy,the Communist Party of China established a democratic organization based on the mass guidance.As an important form of consultation in the socialist negotiated democracy with Chinese characteristics,Party consultation not only enriches the connotation of democracy,but also forms a special and harmonious party relationship.The founding of the People’s Republic of China is an important period for the development of Chinese history,and also a defining stage for the domestic pattern.This article summarizes the practical experience of our country through the historical development of the political party consultation,and seeks the potential truth connotation from the historical facts,and provides the reference for the consultative democracy of our country in the new era.This article includes six parts.Firstly,the introduction.This part talks about the background and significance of the topic.It’s also explains the status of research at domestic and abroad as well as the introduction of research methods.The research status of consultative democracy and party consultation is discussed mainly in the People’s Republic of China.The second part is the introduction of the theory of Party consultation.It mainly focuses on two aspects of deliberative democracy theory and multi-party cooperation theory,which provides theoretical support for this paper.The third part mainly analyzes the background of the party consultation before the founding of the People’s Republic of China,the exploration of the party consultation from the two historical events of the old political union and the war of liberation,the fourth part is the political party consultation during the CPPCC,and the important role of the Political Consultative Conference in history and the summary of practical experience.The fifth part of the time division is the beginning of the founding of the People’s Republic of China to the end of the socialist transformation.The three major events in this period are the land reform,the socialist transformation and the promulgation of the first constitution,and study the political party consultation practice in each historical event.The sixth part proposes the Contemporary Enlightenment of the party consultation on the whole history of the period from 1949 to 1956,including strengthening and improving the leadership of the Commuist Party of China,improving the level of the institutionalization of the Democratic Party’s consultative democracy,insisting on the equal negotiation of tolerance,seeking common ground for differences and improving the ruling party and the participation of the government.The five aspects are the consultative capacity of the party and the theoretical study of strengthening the negotiation with Chinese characteristics.This paper selects a critical period with a turning point in history of the People’s Republic of China.This period is a special period in which the party and the country are reborn.On the basis of studying the concrete practice experience of the party consultation in this period,this period provides a general indication for the special party consultation in the new era of our country,in order to perfect the system of parties cooperation in the People’s Republic of China and to improve the system of our country’s parties cooperation.Suggestions are made in the political consultative system.
