| The rapid development of the economy and society and the implement of the family planning policy have made the situation of our population ageing increasingly severe,the large number of elderly groups has brought great pressure to the society for old age.On the other hand,there is the gradual weakening of the family pension function,a small and high-threshold number of public old-age institutions,as well as the poor quality of services and the high cost of private care,enable to meet the needs of older persons for old age.To this end,the government must actively explore new ways of providing pension service,transfer some pension service functions to the community,one channel of diversion is the provision of pension service by means of purchase from social organization.This paper focuses on the research topic "government’s purchase of pension service from social organization",through the definition of the three concepts of "government’s purchase of public service","social organization" and "pension service",the specific connotation and characteristics of "government’s purchase of pension service from social organization" are deeply analyzed.In theory,"the new public service theory","the welfare pluralism theory" and "the third party governance theory" all provide support for"government’s purchase of pension service from social organization".The government attaches great importance to the promotion and development of this model and has put forward a series of relevant policies to guide and standardize it,local governments have also responded positively and have carried out practical explorations in a variety of forms in the light of local realities.In order to deeply understand the operations of this model in our country and to find out the problem better,this paper introduces the case of Jinan.To cope with the pressure and challenges of the population ageing,the government of Jinan has actively changed its functions and promoted changes in governance,a variety of pension service are provided through the purchase process in cooperation with social organization,including Home Care Services,Day Care Centre for the elderly and Innovative service projects in the field of Old Age,etc,some success has been achieved,but as the model is still in the exploratory phase in Jinan,both the policy and the practical levels are not mature enough,and therefore some problems have arisen:on the government side,insufficient financial resources have been put in place,a stable budgetary mechanism has not yet been established,and there is a lack of standardized purchasing procedures and a well-established monitoring and evaluation mechanism;in terms of social organization,the social organizations themselves are weak,the level of specialization in the provision of pension services needs to be upgraded,and competitive pressures are often high when bidding;as regards the target group,some elderly people distrust and do not cooperate,and because of their weak sense of citizenship and the lack of feedback mechanism of related opinions,the participation of the elderly in the provision of pension services is generally low.In order to solve these problems,this paper analyzes the relevant practice of the purchase of pension service in three developed countries:Britain,the United State and Japan,it is found that in the process of implementing the government’s purchase of pension service,developed countries have established a well-regulated system of laws and regulations,benefiting from the development of social organization in their society and the formation of pluralistic participation mechanisms in the field of pension service.Moreover,since social philanthropy is more developed in developed countries,there are many sources of funding in the field of pension service,in addition to government funding.In order to guarantee the efficiency and quality of the provision of pension service,the governments of developed countries have also established a rigorous system of monitoring and evaluation,with clear requirements for the level of service personnel.In the light of the problems in our country’s practice and the valuable experience of developed countries,this paper puts forward some suggestions for improving our government’s purchase of pension service from social organization,including improving the relevant legal system,increasing financial input,standardizing the responsibilities of the parties,improving the purchasing process and monitoring and evaluating system,and cultivating and developing social organization,etc,in order to provide reference for the promotion and development of this model. |
