The paper selects the news legislation of newspapers as the research object during the period from 1912 to 1916 in the early years of the Republic of China.For the newspaper industry,the management of the Nanjing Provisional Government was relatively loose.Under the social background at that time,the newspapers appeared to have a “golden age” with a wide range of types,volumes and circulations.However,it was not long and the terrible “Gui Chou reports disaster” appeared.After Yuan Shikai 's extremely stringent legislative policies on the newspaper industry,it was very rare that so many newspapers and newspaper offices were banned.Unfortunately,many journalists were killed.This period of time was very representative so it was chosen as a microcosm for studying the implementation of China's newspaper industry.I analyze this topic from four aspectsuse by using the literature research methods and historical research methods,including the early Republican newspaper industry's main legislative activities,main content,implementation and impact.The article includes five parts,including the introductory part and the four chapters.The introduction part elaborates on the significance of the selected topic of the paper,literature review,research methods and innovation,and systematically introduces the legislation of the newspaper industry in the early Republic of China.Especially the book written by Ge Gongzhen “ History of China ' s Journalism ”.It's the most representative books on the history of newspapers and periodicals.And the book tells about the news laws and regulations of China which was written by Ma Guangren “History of China's Modern Press Law”.The first chapter discusses the main press legislative activities in the early Republic of China.The three forms are the special news legislation,the content of news legislation in the constitutional documents and other forms of news legislation,that is,the process of establishing the legal system of newspapers.The second chapter discusses the main contents of the press legislation in the early Republic of China,and carries out a detailed analysis from three aspects: press release,content management and review,and penalties for violations.The third chapter mainly introduces the implementation of press legislation in the early Republic of China.It mainly introduced Overall implementation because of some corresponding measures issued by the government to comply with news regulations.And in the course of the implementation of these news laws and regulations,some typical reports have been triggered.The fourth chapter mainly analyzes the influence of the press legislative activities in the early Republic of China.The first is the social background of news and legislative activities,followed by a historical reflection on the legislative contents of the press in the early Republic of China.We should take warning from this period of time in the history,so we can learn it's merits and draw lessons from it.Through the study of the press legislation in the early days of the Republic of China,it can be seen that the government's management of the newspaper industry and the development of the newspaper industry can also reflect the development of the country and society,as well as the progress of democracy and the legal system throughout the country.Therefore,analyzing the complex politicsl,economy,culture and social life in the early years of the Republic of China and exploring the history of the development of the press legislation in the early Republic of China will undoubtedly have implications for the development of the newspaper industry.
