| In the government reform of the modernization of state governance and the transfer of government functions,social organizations and development become necessary components.Originated from unique historical background and political system in China,the administrative factors behind the development of social organizations are particularly critical.The local government,composed of different government agencies and officials,is not a piece of iron.The specific application and change of the classification control strategy still need to be further explored.The development of social organization has strong differences,and what relationship with the local government.In the view of the relationship between state and society,this paper analyses the trend of development the social organization,based on the classification control theory and the embedded theory.And outlines the strategic preference of the local government to cultivate the social organization.Based on the local government daily administrative behavior of development the social organization,constructing the analytical framework of the administrative embeddedness,and examine ing the relationship with the social organization in the two embedded dimensions,the bureaucratic embeddedness and the leadership attention,which shows that the administrative embeddedness of the local government can bring the resources needed for the development of the social organization and influence the development level and development of the social organization.At the same time,the paper selects the practical case of C city cultivating social organization,and explores the administrative embeddedness of the government with the fragmentation of government administrative execution,the ethical contradiction of officials’ mentality,and the reverse of the order of media communication and so on,which affect the development of the social organization.This article provides a theoretical reference for the orderly development of social organization and the construction of a new era of social governance pattern.There are following policy implications:(1)coordinating the relationship between administrative embedding and administration;(2)integrating the resources on the social organization;(3)strengthening the construction of the social organization hatching base;(4)gradually releasing the access system of social organization.(5)explor ing the pattern of regional development in the light of local conditions. |
