Research On Benefit Evaluation Of Old City Transformation From The Perspective Of Urban Renewal

Suggestions on future work of the Government in the Report of the Governmental Work of the NPC&CPPCC in 2018 mentioned the need to improve urban planning,promote balanced development,improve the quality of new urbanization,and start a new three-year shed reform plan in 2018.It can be seen that in the near future,the transformation of the old city will still be an important thrust for urbanization.Chinese scholars started early on theoretical research on the transformation of old cities,and they have formed fruitful research results in the research on the related theories of the old city reconstruction.Considering the fact that few researchers have touched about the urgency and benefits of the transformation of old cities in domestic cities.This article takes the perspective of urban renewal,evaluates the benefits of the old city transformation with comprehensive and integral view,and tries to construct a multi-index benefit evaluation model of old city transformation model from economic,social and environmental.Taking Nanchang as an example for quantitative research,and evaluating the benefits of the old city transformation in Nanchang has theoretical and practical significance.This article starts with the problems existing in the old city transformation in domestic cities,analyzes and summarizes the significance of the old city transformation for cities,then proposes a better objective of old city transformation under the perspective of urban renewal.From the general socio-economic indicators,we extracted three representative indicators of economy,society and environment,constructed an evaluation index system for the benefit of the old city transformation.Then we used the analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the benefits of the old city transformation in Nanchang.And chose Chengdu,Wuhan and Shenzhen to laterally compare with Nanchang,then proposed the path to improve the benefits of the old city transformation in Nanchang.Specific research results:(1)In terms of goal optimization,three suggestions are proposed for improving urban residents’ living environment,promoting urban function upgrading and industrial structure adjustment,and cracking the urban dual structure.(2)Through the evaluation results,it is found that the economic benefits and environmental benefits of the old city transformation in Nanchang are at a good level,but the socialbenefits are not good,and it is at a general level.It is necessary for the government to pay attention to promoting the social benefits during the process of subsequent old city transformation.(3)Through horizontal comparison,it is found that there are obvious advantages and disadvantages in the transformation benefit of the old city of Nanchang.The analysis of the experience about the old city transformation in the contrasting city will provide reference for Nanchang.(4)Combining with the actual situation of Nanchang,propose three ways to improve efficiency: actively broaden the financing channels,and ensure the source of old city renovation funds;optimize the old city transformation goals,pay attention to the social effects of the old city transformation;improve the post-service and ensure the healthy and sustainable development of the old city transformation.
