Study On Anti-corruption Movement In Central Soviet Area

On November 7,1931,the Chinese Communist Party established an interim central government of the Soviet Republic of China in Ruijin,Jiangxi Province,and began the exploration of the party’s partial governance.During the creation,consolidation,and development of the Soviet area,the finances were extremely difficult because of the military “encirclement and suppression” and tight economic blockade from Kuomintang government.At the same time,under the influence of various non-proletarian ideas,some party members and staff members have been exposed to a variety of bad tendencies,resulting in corruption,waste,bureaucracy,and other corruption issues.This objectively requires the Soviet government to put anti-corruption and advocacy on an important position in the struggle for the victory of the revolution and the consolidation of the Soviet regime.In this regard,the party and the government of the Central Soviet Region made great efforts in the construction of political power and adopted a series of measures in the construction of a clean and honest government,formed a clean and honest work style,established a good image of the revolutionary government and won the trust of the people.This has effectively ensured the completion of various heavy-duty tasks,consolidated the Soviet regime and provided certain reference for the current work to combat corruption and build a clean government.This paper uses the method of unification of history and logic,the method of unifying theory and practice and the method of unifying the history and the theory.This paper analyzes and discusses the anti-corruption movement in the Central Soviet Area from the perspective of the study of the basic issues of Chinese modern history.The paper is divided into four parts:Chapter 1,Introduction.This chapter mainly explains five aspects: the basis for the topic selection,the significance of the research,the research status of the academic community,the research methods and the innovations.Chapter 2,manifestations and harms of corruption in the Central Soviet Area.This chapter sums up the manifestations of corruption from the five aspects of embezzlement of public funds,extravagance and waste,life corruption,malpractice,and perfunctory censure.It also started from four aspects: ideological,organizational,economic and institutional to analyze the causes of corruption.Summarizing the damage caused by corruption,including the destruction of the party’s fine traditions,the idea of corrupting the revolutionary ranks and increasing the burden on the Soviet government.Chapter 3,the development,measures and effectiveness of the anti-corruption movement in the Central Soviet Area.This chapter elaborated the development history of anti-corruption from the three stages of launching,deepening,and setting off a new upsurge,summarizing the measures adopted by the anti-corruption campaign during this period,mainly including strengthening ideological and political education,establishing a democratic system of the Soviet Union,playing a role of supervision by public opinion,harmonizing the fiscal system,strengthening legislative work,simplifying institutions,carrying out the thrifty campaigns and so on.As far as its achievements are concerned,it is elaborated in five aspects: strict punishment of corruption elements,saving of funds,educating a large number of cadres,improving the prestige of the party and the government,consolidating the revolutionary base areas.Chapter 4,the historical experience and enlightenment of the anti-corruption movement in the Central Soviet Area.As far as its historical experience is concerned,it mainly elaborates that strengthening ideological and political education is the ideological basis for developing a clean and honest administration,implementing democratic centralism is an organizational principle for conducting an honest and clean government,establishing an internal and external supervision mechanism is a sharp weapon for building an honest and clean government,adhering to the masses is the source of strength for the construction of a clean government,setting a good example by leading cadres is a key measure for building a clean government.In terms of the realistic revelation,it is mainly from the five aspects of firmly establishing the idea of governing for the people is the premise of anti-corruption,strengthening ideological and political education as the foundation for fighting corruption,strengthening system construction is the fundamentals of combating corruption,perfecting the internal and external oversight mechanisms of the Party is the strong guarantee of fighting corruption,setting a good example by leading cadres is the important conditions of combating corruption and advocating honesty.
