Research On Underpinning Security For The "Three Nos" Elderly

As an important instrument of national governance,social security plays a stabilizing,coordinating and promoting role in economic and social development.The Communist party of China’s nineteenth report formally put forward the concept of people-centered development and shared development,which provided important theoretical guidance for all citizens to share the outcomes of economic development equally.Guaranteeing basic lives of the "three nos" elderly in towns and cities is an important embodiment of the government’s taking primary responsibility.However,no matter in the field of policy practice or academic research,the "three nos" elderly both in a weak position.Based on the literature review,we found that researches on"three nos" elderly are few,and mainly written from the perspective of social worker intervention,lacking comprehensive and detailed studies on the "three nos" elderly.In addition,the current policy for the "three nos" elderly people still face many difficulties,such as inadequate management mechanism,low guarantee level,single rigid guarantee contents,and lacking multiple kinds of participation.Therefore,this paper takes the "three nos" elderly as the research subject.Based on literature review on the existing social policy and academic literature,this paper will put forward the underpinning security system for "three nos" elderly that will have a more comprehensive security content and more perfect system.Through analyzing policy texts,this paper explores the policy basis from the national and provincial level,summarizes the typical local experiences,thereby laying the foundation for the construction of the underpinning security system.This paper mainly adopts qualitative research methods,and supplemented by quantitative research methods.Qualitative research methods mainly contains in-depth interviews and observations,combines with literature reviews.Quantitative analysis mainly uses data from "the fourth sampling survey on the living conditions of the elderly in urban and rural areas of China(Shandong province)",to describe the demographics,economic and social features of the "three nos" elderly.In terms of demographic features,there is a large number of male population in the "three nos"elderly group.The age distribution shows an aging trend.Education level is generally low,and the rate of unmarried is high and the health condition is poor.In terms of economic characteristic features,the economic security level of the "three nos"elderly is relatively low,the income source is excessively dependent on the guaranteed income,with poor basic housing condition.In terms of social characteristic features,the social participation rates of the "three nos" elderly is extremely low,inadequate protection of rights and interests,the feeling of loneliness is strong,and the subjective well-being is low.By describing the group characteristics of the "three nos" elderly,it can help to promote the cognition of the group,make up the research gap in this field,and lay a good foundation for the follow-up analysis.Based on the analysis of quantitative data and interview texts,this paper grasped the status quo of the underpinning security for the "three nos" elderly and reflected the problems existing in the policy practice.The study found that the high level of fees has become the biggest obstacle to the medical treatment of the "three nos "elderly.There is a strong willingness to live in the home and have a high needs for medical and spiritual comfort.In addition,the personal factors and social environment jointly cause the "three nos" elderly people’s self-stigma,strong self-satisfaction,lack of security,lower pension expectations,and insufficient rights consciousness.To sum up,the policy of the "three nos" elderly is faced with the following five aspects:Firstly,the level of economic security is relatively low,there is no dynamic adjustment mechanism;Secondly,the medical and health service system is not perfect,the way and concepts of health management fallen behind;Thirdly,the main body of responsibility is single,lacking a diversified social support system;Fourthly,service provides pay more attention to material guarantee and ignore mental health needs;The fifth is the organization and management system is not perfect,and the level of informatization and specialization is insufficient.Given the problems of the underpinning security for the "three nos" elderly,this paper is based on the Needs Theory in the perspective of social welfare and references the need-satisfaction framework in the China’s system and cultural background,combines the status of underpinning security for the "three nos" elderly,and would build the underpinning security system in perspective of needs-satisfaction,in order to improve the "three nos" elderly people’s life quality comprehensively.The specific development path mainly includes:The first is to improve the social security system and knit the underpinning security network;The second is to improve the organization and management mechanism and improve the service efficiency of underpinning security;The third is to integrate multiple social support forces and sets up the sharing mechanism of responsibilities;The fourth is to innovate the developing idea and shape a healthy underpinning security atmosphere.
