Study On Problems And Countermeasures Of Mining Management Legal System In Laos

Laos is the only landlocked country in Indochina.According to the exploration findings,Laos is rich in mineral resources with great mining value.However,due to the low level of industrial and technological development in Laos,the exploitation of mineral resources in Laos is still in its' infancy.To promote economic development,Laos has actively attracted foreign companies to invest in the development of the mining industry in order to promote their mineral resources through foreign capital and technology.Industry development.However,the process of improving the Lao's mining management laws has been slow,and it has been unable to keep pace with the growing development of the Laotian mining industry and is in urgent need of modification.Based on this,this article attempts to analyze the current status and problems of the current legal system of the mining industry in Laos based on the perspective of public management.Combined with China's successful experience in promoting the country's mining legal reforms,it proposes several ideas for improving the legal system of mining management in Laos.Consummate the revision of domestic mining laws for the Lao government and provide data reference for related investment companies in formulating mining investment strategies.This article consists of five major components.The first part outlines the relevant theoretical research of mining,the study of local regional mining laws and regulations,and the study of Lao mining laws.Based on the existing researches,it gives a general understanding of the mining laws of Laos,and expounds the theory of externalities and points out its research on this article.The guiding significance.The second part introduces the current situation of the Laos mining legal system,and mainly describes the ownership system and mining right system of Laos mineral resources,the classification management system inLaos mining management legal system,the district management system,the mining land management system,and the mining safety production management system.It also introduced the foreign investment legal system and mining labor legal system related to Laos mining investment.The third part analyzes the legal issues of mining management in Laos and introduces the experience of the fourth part of China's mining management legal system.Finally,in the fifth part,it proposes measures to improve the legal system of mining management in Laos,such as Lishun Mining.Relationship between rights and land rights,rules for improving the circulation of mining rights,emphasis on safety issues for mining workers,and improvement of the mining environment deposit system,etc.
