Nowadays,more and more government and the public sector will be performance management of human resource management as an important method used in the administrative management.Due to the western countries research and time started earlier,therefore in the public sector performance management has a certain experience and achievement,though some areas in China's public sector has begun to conduct performance management and obtained some achievements,but the performance management of government departments in our country is still at the primary stage,the theory and practice are not perfect.At the same time,because the domestic public security department carried out unit performance management literature is less,the study also stay in shallow layers.Therefore,in the actual work of the ministry of public security adopts scientific performance management is significant.Is optional subject,this study aims to analyze the current performance management system of luoyang public security bureau,on the basis of analyzing the problems existing in the performance management,perfect the performance management system of luoyang public security bureau,for other public security departments to establish a more reasonable performance management system to provide a reference.This paper analyzed the basic theory of performance management and the research status of performance management at home and abroad,starting from the performance management present situation of luoyang city public security bureau,the overview of the current taken by the performance management scheme,analyzes the problems exist in current performance management system,and put forward the importance of perfect performance management within the public security bureau.From set out actually,system set up performance management system of the overall goal of luoyang city public security bureau,the description Settings and set its position,and the performance evaluation index of luoyang public security bureau and the detailed steps.The integrated use of literature method,comparison method,case analysis and other methods,refer to the other city public security bureau of excellent management experience,aiming at the problem of luoyang city public security bureau of the current performance management system is perfect,which makes the performance management system is perfect after conform to the characteristics of public security organs and can play a role in practice.In order to ensure the new performance management system can play a proper role,put forward a series of safeguard measures,performance management provides the reference for the public security department.Hope that through research and analysis,this paper perfect the performance management system of luoyang public security bureau,makes performance management more scientific,can play a proper role,and through this system to arouse the enthusiasm for all levels of police work,maintain high morale,make public security team construction more specification,so as to realize the fundamental purpose of law enforcement level increased significantly.By improving the new system is on the basis of the original system,aimed at actual problem existing in the current system to improve,the daily inspection,annual assessment,comprehensive assessment,and major issues to four types of integrated performance evaluation system,form a new system is more flexible,able to adapt to the public security work was characterized by sudden and multifarious,applied to the assessment results,improve the whole performance management process,and the late may encounter during the process of implementing the resistance of the guarantee measures are put forward,this is the main innovation points in this paper.But,of the construction of the performance management system of luoyang city public security bureau also has many shortcomings,build the index still stays in the shallow level,hope in the future work and study further exploration,by using the method of quantitative performance management of public security department is more scientific.
