Research On The Effects And Difficulties Of "San She Lian Dong" In The Governance

In the process of institutional reform in the country,the governance system of urban grassroots society in our country has undergone a change from unit system to community system,and community system has experienced three stages:"community service","community construction" and "community governance".After a period of practice and exploration,community governance as a social management mechanism has been widely recognized by different social sectors,and gradually occupy an important position in the construction of the community,at the same time,some of the shortcomings in community governance are exposed."San She Lian Dong" as new model of grass-roots social governance,with the characteristics of practical first and the government-led,once put forward to get a wide range of attention,the local communities have carried out local exploration and practice.In this study,the effectiveness and dilemma of "San She Lian Dong" that applied to the community governance is research direction.In combination with the interaction and communication with community residents,neighborhood committees,social organizations and community volunteers in practice,presenting the specific contents of the practice,and points out that "San She Lian Dong" mechanism achieve results to promote governance from the aspects of community public service,multi-joint and external influence.And from the governance of the relationship between the main body and enhance the level of community public service quality of the two directions to elaborate on the difficulties encountered in the operation of the project.In the analysis of the causes of the dilemma,we focus on the aspects of the functional barriers between the three main bodies and the ineffective linkage between the governance subjects and the objective environment.On the basis of this,some suggestions are put forward from the perspective of the government,the community,the social organization and the social workers,to improve the effects of the“San She Lian Dong".
