A Study On The Function Of Public Space In Rural Governance

As the main place for national and social interaction,the village public space is an important place of social activities,people have free access to this place where they can discuss freely,each individual could discuss public affairs with others equally on the principle of rational,the public space in the villages plays a unique role in the village governance,and is an indispensable element to the formation of village community,with the integrated effects for rural construction,meanwhile with the carrier function for people's daily life.But under the overall background of continuous declining in village communities,the rural hollowing and decentralization phenomena widely occurs among the vast rural areas,village public activities decline sharply,public opinion mechanism suffers restriction,the public spaces are lack of participants and participation enthusiasm,which hinders the effective governance of the villages to a large extent.The main research object in this thesis is the functional performance of public space in the village governance,The main writing line is to clarify its specific role within the functional performance through the interaction of the various factors during the public space's practical operation,furthermore,on the bases above,to explore the interrelated mechanism which shall integrate the public space's functional performance.First of all,human are the motive and objective for the functional performance of the village public space,during the period of collective farming,in its identity as the supplier of social properties,the rural area has its speaking right,the long-term collective life greatly activate the activeness of public space,which makes the rural construction prosperous.Nowadays,with the rapid development of the society,rural areas are gradually declining,but the development of the rural construction still needs to proceed from rural sides,rather than to impose the development on farmers,the same is true of the functional research of the public spaces.From the point of view in a bottom-up perspective,observe the specific activities of the rural public space with Chinese own characteristic on such effects as public activity bearing,village affairs integration,village management democratization promotion,village formal regulation remedy etc,explore the interaction within its internal mechanism and the coordination among the principal parts.On the other hand,how to cultivate the integration measures oriented to rural self-restoration ability,further to improve the functional performances of village public space is also a primary concern of this thesis.Give priority to the elements formed the public space;combine the measures with public subject,public spirit,public authority,the country,society and individual interaction.During the writing process in this thesis,Habermas's public domain theory is mainly adopted.Habermas epitomized the public domain theory,which opens up a brand new vision for the further study,established a complete theory system.His public domain theory indicates the civil society characteristics of the public area,which is a society domain independent on private space and nation control domain,it considers the public domain as a public and open space,with openness and publicity as its important symbol,where publicity is the significant features and public affairs are the core of discussion.People of different classes discuss and communicate with each other on the topics of public affairs freely within it,this mixed discussion among the people of different classes is not a simple benefit game,but in line with public spirit,taking both public and personal interests into account,to develop the public opinion with influential power during the continuous expanding discussion,furthermore to take certain measures to enlarge the influence of public opinion,finally to achieve the purpose to participate and find reasonable solution in public affairs.Habermas is very concerned about the power of public opinion;he made meticulous and profound analysis on such aspects as the formation of the public opinion and how to enlarge it with the help of the media,etc.Qualitative analysis is substantially employed during the writing process of this thesis.Village A,located in southeastern of Hubei Province and Village B,located in southwestern of Hubei Province are chosen as the village samples in this thesis.Field investigation and case study are conducted by the combination of social and political cultural backgrounds with village configurations of the two villages,the interview outline is properly designed and masses of villagers are interviewed,the participation of practical public space discussion and operation are performed and large amount of primary data and typical cases are obtained.This thesis is divided into five parts:the first part is the introduction,from the study origin,current research status at home and abroad,the core concept and the sample description to the introduction of research methods and theories choice,as well as the elaboration on the research innovations and shortcomings,etc.;The second and the third part is a simple description and theatrical analysis on the village public space practical function,combined with the great quantities of the primary data obtained in the actual survey,make deep description on the village public space practical function,summarize from reality such specific functions of village public space as bearing public activities,propelling the village governance democratization,integration of village public affairs,supplement of the deficiencies of village formal regulation;The fourth part and the fifth part mainly analyze the deficiencies and its reasons during the function performance process of the public space,accompanied by the strong impact of market economy and the change of rural policy,coupled with plenty of double factors from both internal and external environment,the "rural hollowing" and "fragmentization" phenomena widely occurs in the villages;In the village,not only is public life inactive,public is space narrow,public concept is missing,but the public spirit and the public authority are also declining,meanwhile the public space performs its functions,the various problem as indicated above also appears;The fifth part puts forward the corresponding solution measures against the problems occur at the public space,faced with the declining of the village public spaces,the government,society as well as individuals,all should realize the importance to make changes,so as to facilitate the normal performance of the public space function.Speaking of the public space principle part,we should actively explore various forms of the rural economy development,promote the development of rural economy,and optimize rural policies simultaneously.As for the aspect of the public spirit establishment,we should constantly shape the villagers' civil consciousness,meanwhile take measures to restore public concepts,maintain the traditional moralities and cultures of the village.From the perspective of public authority,great attention should be paid on the law construction the villagers' autonomy,propel the law construction combined with village regulations and villagers' autonomy,in addition bring in multivariate authorities,and attract rural elite's back flow.A variety of approaches should be taken to build a fully functional village public space,inspire its function performance to be normal and complete.From the perspective of public space functional performance,apply the methods of case study,qualitative study into obtaining a large quantities of primary material,analyze the deficiencies in the specific functions of village public space as well as the underlying causes hidden deep behind the changes to explore the interactions of public space functional performance and village governance is the principle innovation points of this thesis.
