With the intensification of the aging situation in rural areas of China,the weakening of the traditional family pension function,combined with the low level of social security in rural areas and the decline of land security level,the old-age population in rural areas is serious.Since The Ministry of Civil Affairs promote the experience of the mutual-aid nursing home construction in Feixiang County,Hebei Province throughout the country in 2012,Fujian Province start the work of construction in 2014.Rural mutual support as a new kind of pension,with the low cost and the achievement to positive results in a short period of time,is a practice from the grassroots level to explore.Therefore,it is a useful supplement to study the problems and countermeasures of rural mutual support and old-age development in the case of insufficient rural old-age security at the current stage.From the reality,the good development of rural mutual support is of great significance to the rural old age work and new rural construction.Through the practical examples which are based on the actual development of rural mutual-aid nursing home in Xiang'an District,Xiamen City,it is found that the rural mutual support is lack of guarantee in the fund,the sustainable development ability is poor;the lack of relevant laws and regulations guarantee,policy Lack of support;a single service content,professional level is poor,limited scope of services;easy to evolve into the government's performance appraisal project,ignoring the real needs of the elderly.Therefore,this paper puts forward the improve countermeasures of rural mutual support:strengthen the role of government,strengthen the support and standard of rural mutual support;Increase financial investment,broaden the financing channels for rural mutual support and pension;Increase the participation of the people,and create a social atmosphere of mutual support in rural areas;According to local conditions,promote sustainable and stable development of rural mutual support.Based on the present situation of the development of rural mutual-aid nursing home in Xiang'an district,Xiamen City,this paper designs a set of evaluation methods,and finally puts forward the consummation ideas and suggestions of rural mutual-aid nursing home in Xiang'an district.
