Along with the social management and public service requirements become increasingly complicated,a single department has been unable to meet the social public affairs.Especially in today,the development of Internet technology is rapid,any social events are likely to spread through the network,guidance of public opinion and cause of public crisis.This cross department collaboration mode led by the government and the multivariate main body participation,in order to maintain and improve the public interest,become the government's inevitable choice to handle of the crisis,solve the problem and establish the credibility of the government.With the advent of the era of knowledge economy,more emphasis on the value of knowledge assets.Through scientific and effective management of the knowledge,practice the knowledge sharing in government departments,strengthen the cross department coordination and cooperation,give full play to the value of intellectual assets,can effectively improve the work efficiency of the government departments,improve the government's overall performance level.This paper based on the interpretation of key concepts and theoretical,analysis of the influencing factors of government cross department knowledge sharing,construct the performance evaluation index system of knowledge sharing across sectors,and conduct the empirical study.This paper is divided into six parts:For the introduction,this paper briefly introduces the research background,research significance,literature review,research ideas,research methods and research innovations and shortcomings.The second chapter discuss the basic concept and connotation of the government cross department knowledge sharing and the theory of performance evaluation,including government cross department knowledge sharing,the knowledge sharing performance,and the performance evaluation theory,the theory of knowledge management.In the third chapter,through the analysis of the relevant literature,we analyze the factors that affect the government's knowledge sharing from the perspective of knowledge attributes,individual level,organizational level and technical level,thus laying the foundation for the construction of the index system.The fourth chapter is the theory construction of index system.Government inter departmental knowledge sharing is a system,we construct the government cross department knowledge sharing performance evaluation index system from the three contains the process and results of the dimensions,including of the impetus factors,the knowledge sharing behavior and knowledge sharing effect.The fifth chapter is an empirical study on the index system.The last chapter has constructed the government inter departmental knowledge sharing performance evaluation index system,this chapter through the use of membership analysis method,analytic hierarchy process(AHP)screening of the evaluation system for empirical research.At the same time,choosing a municipal government in Hubei province to conduct the empirical measurement and analysis of the government inter departmental knowledge sharing performance,and find the existing problems and puts forward the optimization strategy.The sixth chapter is a summary of the full text.List of the research results of the full text,summed up the inadequacies and the future research prospects.
