Possibility And Feasibility Of Social Organization Intervening In Grassroots Legal Service

In recent years,with the improvement of the political environment and economic environment,social organizations have thrived,in which class of charitable charity and social service are developing at a particularly high rate.In contrast,the class of legal social organizations are developing slowly.The environment of the class of legal social organizations is more complex,there are some unfavorable factors in the living environment,lots of the class of legal social organizations are difficult to obtain legal status.The construction of the rule of law at the grassroots level was being highly concerned by the state,which was written in central files for the first time,and the class of legal social organization was the important subject of the public law services at the grassroots level.Therefore,it was necessary to carry out the targeted research.In recent years,grass-roots government began to pay attention to the construction of the class of legal social organizations,Jianhu County,a positive response to the central call,starting to build "five vertical and three horizontal" legal service system from July 2014,after several years of efforts,System has been basically formed and for the masses of Jianhu County to provide a professional and efficient legal services.In this paper,the object of the study is the "five vertical and three horizontal" legal service system,the author went to Jiangsu Jianhu to carry out field research.Through observation and focus group method to collect first-hand information,and In the process of collating the relevant literature,the material content is supplemented and perfected.On the basis of this,taking the theory of cooperative governance as the theoretical guideline,by taking the legal service system of "five vertical and three horizontal" in Jiangsu province as a specific case,to explore the feasibility and possibility that the class of legal social organizations involving in legal social organizations.After investigation,it is found that Jiangsu jianhu has made remarkable achievements in the construction of social organization,and the class of legal social organizations have produced good social benefits and played a good social function.Therefore,it can be concluded that the class of legal social organizations involving in legal social organizations is promising.But in spite of this,in the process of this,because the government has always dominated the social organization and the power of market organizations have been weakened,on the one hand,it caused a long-term dependence on the government,lacking of independence and autonomy.On the other hand,it also weaken the enthusiasm of the enterprise,it is difficult to give full play to market forces and form a collective,equal decision-making process.In addition,from the perspective of the autonomy of the class of legal social organizations,there are common problems in the social organizations,namely,the financial information disclosure system is not perfect;From the service area of the civil society organizations,the investment of community correction is not enough,lacking of full-time professional community correction staff.The paper puts forward the corresponding solutions for these problems,and also develops ideas for the construction of the class of legal social organizations in other areas.
