With the rise of the Internet,all kinds of social and financial activities which use network as the medium are gradually familiared with and accepted by the general public.In the benefit from the massive construction of the network at the same time,some illegal behaviors also spread to the broad masses of netizens with the Internet,Internet pyramid selling is one of them.According to relevant data show that as of December 2015,there are 688 million Internet users in China,a total of 39.51 million Internet users were created throughout the year.In recent years,some illegal pyramid selling,in the name of e-commerce to decive part of people who want to get rich quick,take "pull head" means to defraud in disguised forms,and makes many people become bankrupt.Some victims active or coerced become MLM,lure more people become offline MLM.Many are the victims of the MLM that are not rich,farmers,laid-off workers,students who want to change the fate of family.Pyramid selling organization's bad behavior make these poor families more poverty,destruct the peace in thousands of families.Therefore,to crack down on online MLM is government departments to maintain the public interests and the inevitable requirement of social harmony,is the embodiment of attention livelihood of the people.Yichang city government in recent years,more and more attention of the Internet pyramid selling and seriously,AIC in Yichang began to explore the Internet pyramid selling case investigation and the regulation of the network trading behavior.In the process of governance network pyramid selling,also exposed many problems,such as backward management,weak coordination of government departments.Along with the rapid development of Internet technology,the popularity of chat software,such as WeChat make the Internet pyramid selling has more and more of the carrier and deformation,and to the government regulation system and governance means more new test.In this article,the author first of all,explain the concept,characteristics of Internet pyramid selling and then further analysis of Yichang network governance situation of pyramid selling.Then analyzes the current situation?deficiencies and cause of Yichang MLM governance network by using two cases of online MLM analyzes typical cases in AIC in Yichang city.Finally puts forward three Suggestions to improve the network governance of MLM.The article consists of seven parts.The first part is the introduction.The second part to explain the basic theory and involves the Internet pyramid selling concept.Mainly from the concept and features of Internet pyramid selling,traditional pyramid to the process in the evolution of the Internet pyramid selling,the difference between the traditional pyramid selling and Internet pyramid selling,the Internet pyramid selling behavior decision and harm of relevant knowledge and involves five aspects,such as concept in detail in this paper.The third part mainly analyzes the governance situation of Yichang government acts of pyramid selling.Respectively from the governance of the laws and regulations,the situation of governance mechanism and the main measure for Yichang pyramid retail network,combined with case analysis of Yichang city industrial and commercial bureau investigation network pyramid selling case,that means to cope with the traditional pyramid selling and concept MLM unable to implement efficient governance network attack.In the fourth part analyzed the deficiency of traditional means of governance network pyramid selling,from the law given by the competent department of the lack of law enforcement,the administrative department of the lack of professional equipment and personnel for Internet pyramid selling and departments to form resultant force is pointed out that the government needs to be improved in business management.The fifth part for foreign government governance network pyramid retail experience and enlightenment.The sixth part is the countermeasures to improve the network of Yichang MLM governance choices.One is to strengthen the system construction,and the second is to optimize the governance mechanism,the third is to introduce advanced equipment and technical personnel regulation ability to ascend.The seventh part is conclusion.The main purpose of this paper is to change thinking,want the government to plan as a whole department innovation on the Internet pyramid selling to carry out targeted governance,thus formed in the social from all walks of life force to resist the Internet pyramid selling,to safeguard social harmony and stability.
