Moral obligation of administrative officers is their performances of moral obligation with the identity of being an official.It is the moral basis of political and judicial accountability,the basics of public administration,and its management has realistic basis,which is necessary and sensible.On the one hand,the trend of developing modern public administration,requires itself to maintain its administrative publicity,in other words,it is necessary for public administration to remain neutral in state administration,and push forward the separation between politics and administration,so as to ensure the first priority of public interests in public administration.On the other hand,the developing trend requests public administration strengthen its administration scientifically.Both the two aspects embody the government’s pursuit for equality,justice and goodness within the category of administrative morality.In contemporary social transformation,China has to undergo huge pressure from home and broad,accomplish multi-tasks,bring about a great rejuvenation of the Chinese nation,all of which will contribute to acid tests Chinese government has to confront.It is the essentials for the China social reforms to speed up the transformation of government systems and functions,construct a responsible government.While Chinese economy entering the New Normal,national income per capita in China has reached 3000 dollars,which has made Chinese economy threatened to fall into "Latin American Trap",with moral trap included.To cope with this treat,administrative officers should acknowledge their roles they should play in the society and duties,obligations they should carry,so as to further advance the social equality and justice.Influenced by the ethical impulse and economic impulse,ethics and value orientations of administrative officers might be soaked in multi-culture,they might make choices between fulfilling obligations and enjoy benefits,and thus precipitate the country in a crisis.It is the effective way to reinforce the management on the moral obligations of administrative officers.Management on the administrative officers’ moral obligation mainly relies on making value judgment on its authoritative behaviors,sending the judgment as feedback to the administrative officers in terms of praises or condemnation from the public,activating their sense of honor and disgrace,moral conscience,and moral willpower,making themselves proud of their own moral deeds,ashamed of immoral acts,for the purpose of cultivate their value orientation of "choose and follow what it’s good",enhance their ability of tackling ethical conflicts,and draw their attention to the self-management,self-supervision,and self-perfection of their own moral obligation.This paper aims to research on the effective ways to ensure the validity and sustainability of the management on the moral obligation,and overcome the obstacles and difficulties in the managing process.
