Abstract/Summary:
With the development of informational technology and strengthening of economic globalization,internal and external environment of China’s public administration has undergone great changes.Thus,administrative reform is proceeded in a vigorous way.Macro systematic thought and strategic policy call for the government’s transform towards service,responsibility transparency and efficiency.All the above cannot do without the support and cooperation of government’s organizational human resource---civil servants.On the one way,civil servants are the subject and impeller of administrative reform,on the other,they are the object and obstructor.While administrative reform put forward higher requirement and expectation towards civil servants,civil servants’ mentality and behavior are influenced.Thus affected their administrative efficiency and job satisfaction.The ignorance of civil servants’mentality changes and violation of their psychological contract would hinder the conduct of China’s administrative reform.So,this thesis investigated the psychological contract of civil servants and discussed the reconstruction and maintenance of harmonious mentality management strategy in order to full play the civil servants’subjective and improve the efficiency of public administration.The thesis start from the definition of administrative reform,civil servants and psychological contract.The statement and of psychological contract theory and summary of relative research both at home and abroad lay a foundation for the following influence and research analyze.By the research analyze and cause thought of civil servants from Yichang,the author further illustrated the bad results psychological contract breaking and challenging may have towards government organizational management and administrative reform.By summing up the theory and practice analysis,this thesis come to a profound cognition on civil servants psychological contract construction,that is under the premise of keeping both sides of the contract harmonious and unit.The author has also come to the conclusion that both individual differences and vital interests such as remuneration,promotion and career development would affect the psychological contract of civil servants.So,in order to conduct an exploratory construction of civil servants’ psychological contract under the background of China’s administrative reform,we should complete the dynamic management of psychological contract,pay more attention to civil servants’ personal growth as well as occupational planning,smooth the internal organizational communication channel of government and build up governmental administrative organizations and preserve civil servants’ common will.
