| E-government is an integrated information system based on computer network technology,is one of the important forms of modern government authority in daily work,has become the key content of the reform of national administrative work,and has a positive effect on economic and social sustainable development steady point of local government.The current network and the information technology develop quickly,and importance of safety management is increasingly highlighted,e-government security incidents happen time to time,computer virus and network attack intensifiedly,network information security has attracted widespread attention.Especially,"Prism scandal"sound the alarm of the global e-government security.E-government affair system and its government resources faced with various security threats,such as prominent threat of system network,information pollution,information disclosure threats,etc..So it is particularly important to improve the security of e-government management consciousness and promote e-government ’s safety protection ability.So the research of the paper plays an important role not only in promoting the development of e-government,especially e-government of Gansu provincial goverment,but strengthening the e-government security ability.This paper is based on the theory of e-government and security risk management.Based on the e-government safety risk management present situation of the Gansu provincial government.The paper analyzes security risks of the Gansu provincial government e-government existing in the management of the external and internal threats of attack,and find that the main problems include personnel safety consciousness,insufficient funds,and insufficient technical force.The paper also finds that the main factors to affect safety of e-government affairs including safety consciousness,lack of technology and imperfect laws and regulations.The paper puts forward the e-government security risk management system of Gansu provincial government including organization and management system,technical support system,the system of rules and regulations,laws and regulations system and the monitoring and early warning system based on discussion mentioned.At last the paper puts forward suggestions for E-government security risk of Gansu provincial government including strengthening the safetyconsciousness,improving the technologystrategy,strengthening supervision and increasing capital investment. |
