Research On The Jintan District Of Changzhou Comprehensive Law Enforcement

Socialism with Chinese characteristics has entered a new era.With the deepening of China’s cultural system reform,the continuous improvement of cultural openness,frequent international cultural exchanges,the rapid development of various cultural market players,the emergence of new cultural formats,and the development and management of cultural markets Faced with many new situations and new requirements.This article starts with the investigation and analysis of the comprehensive law enforcement status of the cultural market in Jintan District,Changzhou City,analyzes the existing problems and causes,and proposes corresponding countermeasures and suggestions.It is hoped that while improving the work of the comprehensive administrative law enforcement team of the cultural market in Jintan District,it will provide reference for other district-level cultural law enforcement teams with similar problems.Based on public governance theory,holistic governance theory and service-oriented government theory,the thesis mainly adopts literature analysis method,theoretical research method and comparative research method to study,and clarifies the concepts of cultural market,and comprehensive administrative law enforcement of cultural market.The article briefly introduces the current situation of comprehensive administrative law enforcement in Jintan District of Changzhou City,the measures taken and the results achieved.In the research process,the author combined with the actual work,pointed out that the problems still exist in the law enforcement of the cultural market in Jintan District of Changzhou City are:insufficient construction of the law enforcement team,lack of ability to handle cases,lack of a unified comprehensive law enforcement operation mechanism,and network cultural market Insufficient law enforcement capacity in the field,and integration of cultural and tourism law enforcement is difficult.In response to the above problems,the author made the following reasons:First,the existing law enforcement force does not match the market development,and the aging law enforcement team also makes the ability to use high-tech law enforcement equipment relatively poor.Second,the ability to handle cases in daily law enforcement is relatively weak,and the process of handling cases is also flawed.The third is the lack of coordination between departments,whether in the vertical or horizontal cultural market management system has not been straightened out.Fourth,the lack of funds,talents,lagging laws and regulations,and lagging supervision concepts have led to insufficient law enforcement capabilities in the emerging cultural field of network culture.Fifth,after the merger of cultural and tourism law enforcement,the sudden widening of the law enforcement field,the initial incompatibility of the merger and the weak foundation of tourism law enforcement have made the progress of the integration of cultural and tourism law enforcement relatively slow.Based on the excellent experience of cultural market supervision at home and abroad,some countermeasures and suggestions for solving problems are further put forward.One is to improve the overall quality of the team by introducing young and professional talents to strengthen the construction of the law enforcement team and better adapt to the needs of market development.The second is to promote the standardization of law enforcement cases by recognizing the fundamental concept of law enforcement cases and strengthening supervision.The third is to establish and improve a comprehensive law enforcement operation mechanism by clarifying departmental powers and responsibilities and integrating comprehensive administrative law enforcement powers.The fourth is to optimize the network cultural market supervision system through the optimization of resource allocation,the establishment of professional teams,the construction of ethical laws,and the formation of diversified supervision methods.Fifth,promote the in-depth integration of cultural tourism law enforcement through the active integration of cultural tourism law enforcement in internal structure,daily law enforcement,and logistics support.It is hoped that through the above countermeasures,build a new integrated cultural markrt law enforcement team in in Jintan District,Changzhou City,improve the comprehensive administrative law enforcement level of Jintan District Cultural Markrt.Manage the cultural markrt in Jintan District better,promote the prosperity and stable development of the cultural markrt.
