Research On Beiyang Government Debt Management

Regarding the research of modern Chinese government debt,whether it is central government debt or local government debt,many research results have already appeared.However,the research on the debt management of modern Chinese government seems weak.During the period of the Beiyang government,a number of rules,regulations,policies and measures were formulated and introduced for domestic and foreign debt.Theoretically,it makes the government debt management gradually standardized,especially in the area of internal debt.Some rules and regulations introduced during the period have played a good role in the standard management of internal debt.However,with the increasingly turbulent political situation,warlords have been fighting for years,and the later,the debt management of the Beiyang Government has become more disorderly,and government debt has fallen into extreme disorder.The purpose of this article is to study the debt management policy system of the Beiyang government both inside and outside,and analyze the experience and lessons of the debt management of the Beiyang government,to provide inspiration and lessons for the current government debt management in China.The main content of this article is divided into four chapters:The first chapter is the financial background of Beiyang government debt management.This part mainly explains the financial and economic background of the Beiyang Government's debt management policy in terms of the failure of the financial system,the lack of central finances,and frequent borrowing,and provides the necessary basis for the introduction of debt management policies.The second chapter is the internal debt management of Beiyang government.This chapter reviews the Beiyang Government's internal debt management related policies and systems from the aspects of establishing public debt management institutions,promulgating public debt issuance regulations,formulating public debt management regulations,and implementing public debt repayment policies,etc.,and briefly evaluates its management effects.The third chapter is Beiyang government's foreign debt management.This chapter reviews the Beiyang Government's external debt management related policies and systems from the aspects of establishing a foreign debt management institution,formulating regulations for borrowing and borrowing,promulgating foreign debt audit rules,and promulgating measures for external debt consolidation,and briefly evaluates its management effects.The fourth chapter is the experience and lessons of Beiyang government debt management.Based on the previous research,this chapter follows the basic viewpoints of historical materialism,summarizes the experiences and lessons of Beiyang government debt management,and provides inspiration and lessons for the current government debt management problems in China.
