| The world is a big chessboard.Peripheral communication is an important part of the national communication strategy.Whether or not the surrounding communication is done is related to whether a good, harmonious and safe surrounding environment can be created.Especially after the proposal of the“Belt and Road” initiative, the importance of the spread of surrounding culture is further highlighted.Due to Hainan’s unique strategic position, the flow of information in Hainan has often attracted the attention of the international community and is often used by mainstream foreign media as a window to interpret Chinese society. At the same time,China has always regarded ASEAN as a priority for its surrounding diplomacy. The Philippines is not only an important member of ASEAN,but also a participating country in the construction of the "Maritime Silk Road".In this context, based on the theory of peripheral communication, this paper mainly adopts the literature research method and case analysis to study and analyze the cultural communication of Hainan facing the Philippines. The cultural communication between the two sides has achieved good results under the "Marine Silk Road" initiative, but there are also problems in the communication process such as the negative effects of media communication, cultural conflicts caused by cultural differences and the conditions for the development of peripheral communication that need to be improved. The Philippine political situation and the South China Sea arbitration case interfered with the development of both parties. Therefore,in the context of the comprehensive promotion of the“Belt and Road” initiative,Hainan needs to improve and develop from various aspects such as the main body of communication, the communication channels, and the content of communication in order to do a good job in communication with the Philippines.Discussions on media communication, building a diverse platform for surrounding cultural exchanges, and increasing the construction and training of surrounding cultural communication talents will provide a steady stream of energy for the development of Sino-Philippine relations. |
