Research On Government Guidance Of Cultural Industry Development In Huai’an City

As a new economic form,cultural industry is a concentrated expression of the integration of culture and economy,which is closely connected with culture at one end and closely connected with the market at the other.In recent years,the Chinese government has attached great importance to the development of the cultural industry,which has entered a good period of development vigorously promoted by the government and actively participated by all parties.Huai’an is a districted city in the north of jiangsu province.In recent years,it has been accelerating the development of cultural industry and achieved some results,but there are also many problems.How the government can play a more active and effective role in making the cultural industry bigger and stronger,and contribute more strength and services to the economic development,cultural construction and people’s life is an important work in huai’an at present and in the future.This paper USES the theory of public administration,economic and other related knowledge,and adopted many kinds of research methods,summed up on the government to guide the development of cultural industry,work and practice summed up on the government in the lead in the development of culture industry planning guide is insufficient,powerful and imperfect supporting policies,to coordinate efforts to strengthen,analysis the policy needs to improve,not enough professional,the improvement aspects of systems and mechanisms,reasons,and adopt the method of SWOT,system anatomy on cultural industry development condition.We have sorted out the paths and characteristic practices of cultural industry development guided by the governments of the United States,the British,the United Kingdom,the Japan,as well as domestic cities such as Shanghai,shenzhen,hangzhou,nanjing and xuzhou.On the basis of drawing lessons from domestic and foreign relevant practices,centering on the existing problems and combining with the development reality,this paper puts forward the countermeasures and Suggestions for huai’an municipal government to guide and promote the development of cultural industry from strengthening planning guidance,pay attention to policy support,deepen the reform of the system,pay attention to talent training,strengthen the organization and leadership,strict inspection and assessmentt.
