In the early 20 th century,Germany was in a period of coexistence of tradition and innovative ideas.At this time,German political culture also has such characteristics.It not only continues the political and cultural traditions of the German nation and Prussia,but also incorporates the social thoughts of the late 19 th and early 20 th centuries,and has an important influence on the history of Germany in the 20 th century.Relying on the perspective of important political events is an effective way to understand the political culture as a category of political and social spirit.The "Daily Telegraph Affair " that occurred in October 1908 is just such a representative incident.It was an important historical event in the history of German-British relations before the First World War,which not only affected the relationship between Germany and Britain,but also greatly affected the domestic political situation in Germany.In the continuous fermentation of the "Daily Telegraph Affair ",German political culture played an extremely important role in the early 20 th century.This article mainly analyzes the political culture of Germany in the early 20 th century from the perspectives of high-level political culture,popular political culture,priority of internal affairs and diplomacy.The first chapter introduces the high-level political culture.At this time,the inefficiency of the high-level political decision-making system and the disorder of the decision-making process reflect the chaotic combination of the personal rule of the emperor and the indirect rule of the prime minister in the high-level political culture of Germany.The second chapter focuses on popular political culture,and the fanatical nationalism that accompanied the rise of popular politics constituted the typical characteristics of popular political culture during this period.The third chapter discusses the "domestic priority" policy and the "diplomatic priority" policy.Faced with the intertwining of domestic politics and international politics,the "Daily Telegraph Affair " shows the political tendency of Germany’s "interior priority".This also reflects the political culture that gives priority to domestic politics at this time.In the early 20 th century,German political culture was characterized by continuity and independence.The political culture of this period had a profound impact on German history.
