Research On Terry L. Cooper’s Ethical Thought Of Administrative Responsibility

At present,China’s society is facing dramatic changes and transformation,the adjustment of social pattern is increasing,the interests of the main body diversification,social value diversification and other issues,leading to people’s thinking mode gradually tends to diversification direction,these changes are challenges to the development of China’s responsible administration.Terry L.Cooper studies the problem of administrative responsibility in Western society,and concludes that the essence of the dilemma of administrative ethics is the constant conflict and confrontation between responsibility and obligation.Through the empirical analysis of the ethical problem of administrative responsibility,he finds a way to administrative responsibility.This paper uses comparative research method,causal analysis method and system analysis method,and mainly studies four aspects.Firstly,it studies the background and ideological origin of Cooper’s administrative responsibility ethics thought;secondly,it studies the main content of Cooper’s administrative responsibility ethics thought;thirdly,it studies the influence of Cooper’s administrative responsibility ethics thought;fourthly,it puts forward the evaluation and self-reflection of Cooper’s administrative responsibility ethics thought.Through the research,the following conclusions are finally drawn.Cooper’s ethical thought of administrative responsibility is reasonable and has some limitations,such as one-sided comparison of the essence of the dilemma of administrative ethics and strong capitalist ideology.Cooper’s ethics of administrative responsibility can not be fully accepted and used.It is necessary to absorb some of his thoughts which are of profound enlightening significance to China’s administrative system reform.For example,Cooper’s thought can speed up the perfection of the legislative system of administrative responsibility in China,establish ethical norms of administrative responsibility,constantly improve the supervision mechanism of administrative responsibility in China,and establish the evaluation and reward and punishment mechanism of administrative responsibility in China.Through the research,we finally know that the ethical conflicts of administrative responsibility often occur.To solve these ethical dilemmas of administrative responsibility,we not only need to stipulate in laws and regulations,but also need administrative personnel to have ethical autonomy,learn to distinguish irresponsible acts and resolutely resist them,and standardize their own acts.In addition,administrative organizations should be prepared in advance to deal with the problem of administrative responsibility,and constantly find ways to solve the problem of administrative responsibility.
