Jointly composed of the Hailongtun Tusi Ruins in Zunyi,Guizhou province,Laosicheng Ruins in Yongshun,Hunan province and Tusi Ruins in Tangya,Hubei province,Chinese Tusi Heritage was successfully inscribed on UNESCO World Cultural Heritage List On July 4,2015.Hailongtun became the first world cultural heritage site in Guizhou Province and a great impetus to tourism development in Zunyi and Guizhou.With the implication of 30 key projects of promoting tourism by culture and promoting culture by tourism launched in Guizhou Province since 2018,the requirements of seeing things and people and life are put forward for the protection and utilization of cultural heritage resources by Guizhou Provincial government.Tourism development in Hailongtun is an important way to give full play of the value of the cultural heritage and for the development of Zunyi's cultural tourism.Therefore,it is of great practical significance to study the protection and tourism development of Hailongtun.This paper mainly uses such research methods as literature review,induction and deduction,field investigation and mathematical demonstration.Firstly,the paper introduces the present situation of protection and tourism development Hailongtun Tusi cultural heritage.Secondly,it classifies the stakeholders of Hailongtun on the basis of the stakeholder theory by the way of field interview and questionnaire survey,and divides the stakeholders into core stakeholders,dominant stakeholders and marginal stakeholders,among which the core stakeholders are local government,tourism enterprises,local residents and tourists.Through a factor analysis of the four types of core stakeholders' demands by questionnaire,different demands of the core stakeholders are concluded.Among them,the first demand of the local government isheritage protection with a average factor of 3.91 in the 5 measurement-tables.The first demand of tourism enterprises and local residents is economic interest with an average influence factor of 3.95 and 4.77 respectively.The first demand of tourists is experience with an average of 4.62.The common and different demands of the core stakeholders are identified by a comparative study with the former as economic,protection and environment demands,the latter as communication and social intercourse demands.Thirdly,a power-benefit matrix map of the core stakeholders is drawn on the basis of analyzing the inherent power of the core stakeholders with the survey results previously mentioned.The local government and tourism enterprises with highest power and interest demand among the key stakeholders.They should keep in touch with the local residents which are low in power but high in interest demand,and try to keep the tourists satisfied who are high in power but low in interest demand.Finally,the paper puts forward a principle of development on the balance of interests among the stakeholders and a model of cultural tourism innovative area under win-win cooperation in Hailongtun Heritage Site.The core connotation of this model is to promote the activation and utilization of Tusi Heritage on the premise of protecting the cultural heritage,meanwhile encourage the participation of all stakeholders to build Hailongtun into a 5A-scenic spot to ensure the protection and sustainable development of this area.At last,the paper put forward some specific measures,paths and guarantees to the implementation of this model.The measures include innovating the form of protection,tourism brand,tourism products,mechanism of coordination and sharing by different parties and integrated development of the surrounding area.The implementation path includes scientific planning,overall coordination,a clear cut of responsibilities and cooperation among all parties.
