Research On The Governance Function Of Farmers' Cultural Organizations In The Process Of Rural Revitalization

"Effective governance" is one of the objectives of China's rural revitalization strategy.Whether it is realized or not is not only related to the development and stability of rural society,but also related to the modernization of national governance system and governance capacity.However,under the background of rapid industrialization and urbanization,the practical problems of rural governance emerge in an endless stream.As a mass organization established by the rural residents on the basis of spontaneity and voluntary,the farmers' cultural organizations not only provide a strong guarantee for the rural cultural construction,but also play a significant role in promoting the realization of "effective governance" in the sense of rural governance.In order to explore the functions played by farmers' cultural organizations in the process of rural revitalization and how to achieve them,this paper takes the fan club of H Village,F County,Henan Province,which is located in the Yellow River beach area,as the investigation object,by means of literature analysis and in-depth interview,focus from the three dimensions of the farmers' cultural organizations as the"inheritor" of traditional culture,the farmers' cultural organizations as the "provider" of public cultural services and the farmers' cultural organizations as the "enhancement" of the disadvantaged groups describes and discusses the farmers' cultural organizations in rural governance in the process of the revitalization of function and its internal mechanism.The research found that,as the "inheritor" of traditional culture,the farmers' cultural organizations play a role in repairing the rupture of "cultural ties‘in the current rural society,and alleviate the difficulty of rural governance exacerbated by the trend of individualization by shaping the village community.As the"provider" of public cultural services,the emergence of farmers' cultural organizations has a supplementary effect on the public cultural services with the mismatch of supply and demand,effectively guarantee the realization of farmers' cultural rights,and improve the actual efficiency of rural governance to a certain extent.As the "enhancement" of the disadvantaged groups,the farmers' cultural organizations have fully empowered the disadvantaged groups,improved the current situation of insufficient public participation of this group,and further guaranteed and sustained the power of rural governance.It is expected that the analysis of this paper can provide a new thinking path and useful reference for strengthening rural governance practice by relying on farmers' cultural organizations,so as to promote the realization of the goal of "effective governance" in rural areas at an early date when the rural revitalization strategy is fully implemented.
