From Management To Governance

The policy of literature and art is an important part of socialist cultural cause.Since the reform and opening up more than 40 years ago,China's literary and art policy has changed greatly with the development of the national economy and society.In the face of the complex and changeable cultural environment and the historical mission of the great rejuvenation of national culture,how to enrich and improve the socialist literary and art policy that embodies cultural self-confidence has become a very important task.Therefore,based on modern governance theory,using literature research and historical research methods,this paper systematically combs the evolution history of China's literary and art policy in the past 40 years of reform and opening up,and finds that it has gone through different stages of development,such as setting the tone,micro adjustment,re exploration and promoting prosperity,which is actually a process from management to governance,mainly reflected in the basis of policy-making People are the center of the rule of man to the rule of law;from a single government to a multi-dimensional society in the subject of policy interests;from a restrictive control and order to an incentive coordination and cooperation in the way of policy implementation;from a comprehensive government control to market interest regulation in the environment of policy operation.Of course,at present,China's literature and art policy is still facing problems such as imperfect system,unsmooth implementation and operation,and complex external environment.In order to solve these problems,we must use the concept of modern governance,speed up the formulation of special laws and regulations,strengthen the implementation of literary and art policies,build a citizen evaluation mechanism of literary and art policies,and promote correct literary and art values,so as to ensure the correctness of our literary and art policies and the prosperity of literary and art undertakings.
