Civilian administrative punishment in Qing Dynasty mainly includes three types: salary,demotion and dismissal.As one of the types of administrative punishment,salary plays an important role in restraining officials’ administrative behavior and improving officials’ administrative efficiency.As an administrative sanction against officials for violating the rules and discipline,the system of salary punishment for civil officials in the qing dynasty,from the bud to the establishment and then to perfection until the Qing Dynasty perished,has never stopped the punishment of the officials who broke the law.Objectively speaking,the system of salary punishment for civil officials has its reasonable value.It not only combines education with punishment to achieve its purpose of clarifying the administration of officials and maintaining its rule,but also pays attention to improving the administrative efficiency of officials.The division of administrative responsibilities of officials is also very detailed.However,at the same time,there are some drawbacks in the system of salary punishment,such as numerous and complicated regulations,unreasonable operation procedures,excessive interference by the royal power in the process ofagreed officials’ salary punishment,and so on,which restrict the effect of the implementation of the penalty.At present,the research on civil officials salary punishment system in Qing Dynasty has achieved results.However,we should also see that the previous studies mainly focus on the administrative punishment system or the disciplinary system of civil officials,and rarely make a special and systematic study on the civil officials salary penalization system.Therefore,this paper takes the civil servants in Qing Dynasty as the research object,and combines the relevant information such as Huidian,rules and examples to study the civil servants’ salaries systematically.This paper is mainly divided into four parts: the first part is the evolution and development of civil officials salary punishment system in Qing Dynasty.The second part analyzes the content of civil officials salary punishment system in Qing Dynasty.It mainly includes the legal basis of salary punishment system,the scope of salary punishment system,the procedure of salary punishment operation and the offsetting of salary punishmention.The third part analyzes the applicable principles and characteristics ofcivil officials salary punishment system in Qing Dynasty.The fourth part is a two-partevaluation of the civil officials salary system in Qing Dynasty,that is,to analyze the reasonable value of the civil officials salary system,and to analyze the limitations of the civil officials salary system.
