Study On The Management Of The Bashu Area By The Western Wei And The Northern Zhou Dynasty

In the year of 553,the Western Wei Dynasty sent troops south and occupied the Bashu Area while the Southern Liang Dynasty was experiencing the chaos of Houjing,the princes’ separation and the political turmoil.After the occupation,it established an official system and continuously strengthened its control over the area.In the year of 557,the Northern Zhou Dynasty replaced the Western Wei Dynasty,and its management of the Bashu area showed some new features.In terms of the administrative system,the Western Wei Dynasty set up a total of 32 zhou(states),101 jun(counties)and 160 xian(counties)in the Bashu region as its administrative system.The Northern Zhou Dynasty,there were 41 states,115 counties,and 197 counties in the Bashu region.Among them,the Northern Zhou Dynasty established the Yizhou,the Lizhou,the Xinzhou,the Fuzhou,the Xiningzhou,the Tongzhou,the Luzhou,the Qingzhou,and the Longzhou General Administration Office respectively.In addition,the Tongzhou General Administration,the Luzhou General Administration,the Qingzhou General Administration,and the Longzhou General Administration were abolished after a certain period of time.From the maps drawn,the states,shires,and counties set up in the Bashu region in the Western Wei and Bei Zhou were mainly distributed in the northern region,the central and eastern regions,the plain regions,the convenient transportation areas,the crop production areas,the river banks,and the intersections.At the same time,the states,shires,and counties set up in the Northern Zhou Dynasty had deepened into remote areas,reflecting the strengthening of the control of the Bashu region in the Northern Zhou Dynasty.As for official system,it can be seen from the 124 officers served in the Bashu area that the main official positions are mainly from the royal family members and the generations of the dignitaries.If they want to get an official position,the following requirements should be met: Good governance,diplomatic merit,high quality,and outstanding military work.Among these qualities,outstanding military performance is themain requirement.In addition,there are officials who hold official positions in the Bashu area because of the internal exclusion of the court.The titles of the seals in the Bashu area in the Northern Zhou Dynasty are arranged in order according to the “Gong(a high-ranking emperor),Hou(The title of the Western Zhou Dynasty),Bo(King of small country),Zi and Nan”.The reasons for the officials being sealed are roughly the same as those for the official,but there are still phenomena such as“The descendants inherit the title of their father,some people surrender and be sealed,the father get the title the because of their sons’ success" In addition,some people who surrendered had accept the title.In terms of traffic system,the central government has renovated the road leading to the Bashu area from Chang’an to strengthen the management of the Bashu area.According to the current historical records,it can be inferred that three renovation cases should exist.Among them,some events like "Yu Chijiong(a general in Western Wei and Northern Zhou)pend the old road of Pinglin","Cui Wei renovated the gallery road in Bao Xie Valley" have been recorded in the literature.Although "Li Qianzhe,He Ruo Dun renovated the Meridian road" has not been clearly documented,it can be seen that they did rehabilitate the Meridian Road through a multi-level analysis of the social background at that time.
