Research On The Government Function In The Mutual Development Of Public Cultural Service And Cultural Creative Industries

Providing public service is one of the most important responsibilities of the government,while it includes providing public cultural service for the citizens.The modern public cultural service system forms the core competence of cities.Since the 13 th Five-year Plan,the national public cultural service system has been constructed basically.However,the providing of public cultural goods or service failed to keep up with the growing demand of people for diversified and multi-level public cultural services.In order to explore the government's innovative ways of supplying urban public cultural products and services,this thesis chooses the perspective of integrating public cultural service with cultural creative industries and conducts an empirical study in Chengdu Eastern Suburb Memory.By means of literature research,empirical analysis,case analysis and comparative study,this dissertation systematically analyses and summarizes the research results on public cultural services,cultural creative industries and the functions of the government in promoting the integration of the two.Through field observation,questionnaires and in-depth interviews,this thesis summarizes the current situaition,effectiveness and existing problems of the government's functions in the “Eastern Suburb Memory”.The problems include “The slogan of the integration of cultural undertakings and cultural industries has not been put into practice”,“The park has not been positioned as a public cultural space”,“The lack of public cultural goods makes it difficult to meet the needs of public cultural services”,“The negative externalities of cultural products gradually spread”,“Cultural market competition order has not yet formed”,“Brand characteristics are not strong,lack of confidence in cultural exchange with foreign countries”.In view of these problems,this dissertation explains the offside,vacancy and dislocation of government functions respectively.This thesis also takes the West London Creative Cluster,Newcastle Creative Park,Pompidou National Center for Culture and Art as well as Beijing 798 Cultural Creative Industry Park as examples to compare and analyze the typical experience of government support in the development and construction of public cultural services and cultural creative industries.Finally,from the perspective of optimizing government functions,this thesis puts forward policy suggestions to promote the integration of public cultural services and cultural creative industries in the “Eastern Suburb Memory”: Give full play to the government's cultural macro-control function,cooperation between government and market to provide public cultural goods,promoting the positive externality of culture and inhibiting the negative externality of culture,maintaining market competition order and establishing public cultural service-oriented government,safeguarding cultural security and establishing cultural confidence.This dissertation hopes that local government will innovate the supply mode of urban public cultural products and services and puts forward some instructive suggestions in the concrete practice of the integration of public cultural services and cultural creative industries.
