Henry ? was the second king of the Tudors and a amous king in British history.During his reign,Britain was transforming from a traditional society to a modern one.At home.Britain was forming a state,the authority of the king was strengthened,and the central monarchy government implemented overall management and regulation to the economy.Outside the kingdom,the British appears in the form of a nation.And protecting the interests of its own merchants and promoting business development is an important goal of the state.The specific practice in this process can be seen from the acts issued by the king at that timeFocusing on the socio-economic situation during the reign of Henry ?.this paper analyzes the motives and effects of the acts by interpreting the acts related to merchants and commerce promulgated during the Henry ? in The Statutes of the Realm,and tries to understand the social and economic situation of British during this period and to deepen the understanding of the British society in the period of transition.In the introduction part,the paper expounds the reason of the topic selection and the significance of the research,and introduces and comments on the research results of domestic and foreign scholars concerning commercial policies or acts of Henry ? period.The first chapter mainly analyzes the background of the formulation of commercial acts during Henry ?.Firstly,a brief review of the commercial acts issued by some kings before Henry ? is given to illustrate the succession of the Henry ? acts and some common problems in the commercial activities of British society at different times.The following is a focus on the specific political,economic and social conditions of the Henry ? period,which determine the content of the commercial acts.The second chapter mainly combs the contents.reasons and purposes of the domestic commercial acts of Henry ? period from two aspects:the regulations on merchants and the regulations on commodity transactions The acts restrict the industries in which business people can be engaged and their scope of business,prohibit usury,and specify the quality,price and commodity tax collection of goods.Through these acts the economic situation in the country during Henry ?'s period can be understood,as well as the central monarch government's management and regulation of commercial activities in order to maintain the order of market competition,maintain social stability and increase fiscal revenue.The third chapter analyzes the acts on foreign trade in Henry ? period,which is divided into two aspects,the regulations on domestic merchants and foreign merchants and the regulations on import and export commodities.During the period of Henry ?,it was the period of the rise of mercantilism,these foreign trade acts attached importance to the protection of the interests of domestic merchants,restricted the import of goods,and required domestic woolen fabrics to be processed before export.These provisions promoted the development of national economy and the formation of nation state.Chapter four analyzes the implementation and impact of the above acts.In the central monarch government,the Privy Council members are responsible for setting and adjusting commodity prices.In local areas.Justices of Peace,mayors.sheriffs,bailiffs,and wardens are responsible for the law enforcement and punishment of illegal.During the reign of Henry ?,there were many and extensive interventions in the domestic social economy through legislation,which highlighted the guiding principles of the state to the economy from the overall level.In terms of foreign trade,the act made the domestic merchants enjoy certain monopoly rights.reflecting the government's protection of the interests of its businessmen in this period.Some of these acts have been inherited by later generations,but not all acts have achieved good results after they have been enacted.Some acts have either been ignored or violated from time to time.
