| At the beginning of the 20 th century,there were many contradictions in Russia.Russia’s failure in the war against Japan completely triggered the 1905 revolution.In order to appease the society,the tsar issued the October Manifesto,allowing the establishment of the State Duma,and Russia began to move towards the constitutional government.With the promulgation of the October Manifesto,liberals in Russia saw the reform determination of the tsar’s government and set up political parties to run for the duma.The two largest parties are the radical liberals — — The Constitutional Democrats Party and the conservative liberals——The Union of October 17,namely Octobrist Party.The former was dominant in the first and second Duma by virtue of its prestige in the revolution.However,its refusal to cooperate with the government led to the dissolution of the duma by the Stolypin’s government and the revision of the election law,making the Octobrist party,whose class composition and platform were relatively conservative,the mainstay of the Third Duma.The Octobrist party with Stolypin was the government’s cooperation,focus on the bill by the government,through some of the legislation of the country’s life is of great significance,such as land reform bill,on the district court,on workers’ social security legislation,legislation about the autonomy of the west,on the various national education law.However,with the disintegration of the October party itself and the abuse of article 87 of the Fundamental Law by Stolypin,the cooperation between the two parties broke down and the Octobrist party became the opposition party in the Duma.Later,the assassination of Stolypin interrupted the government’s reform with a liberal color and Russia lost the last chance to avoid revolution. |
