| Beggars are a historical phenomenon that exists in civilized society for a long time.They occupy a certain proportion in all generations.In ancient China,beggar group as a social problem existing in all dynasties,it has not been well solved by the rulers.As an "out of order" social existence,they are destroyers of social stability and have a great impact on social development.In the late Qing dynasty,as one of the violent social changes,the number of beggars in Northeast China was also increasing under the influence of various factors.They have their own ways of organization and begging,struggling to survive in a turbulent society,but also with the social circulation of culture,and in the modern northeast region of urban construction,environmental hygiene,social security and other aspects of a far-reaching impact.Influenced by the advanced western science and technology,this special group received more attention of the Qing government.The Qing government,non-governmental charitable organizations and religious charitable organizations took some remedial and administrative measures to solve the problem of beggars in Northeast China.Although these measures did not completely solve the problem of beggars at that time,some new measures put forward by people of insight have begun to transform to modernize charity thought.With the rapid development of economy and culture in China,the existence of beggars is not conducive to building a harmonious socialist society in China.Solving the problem of beggars in society will help to promote social progress.Therefore,through studying of beggars in northeast of China in the late Qing dynasty,it has a certain significance to deal with similar problems in real society. |
