The purpose of this paper is to study the international and regional situations,the diplomacies adopted by the Toro Kingdom during the period from 1822 to the establishment of the Protectorate of Uganda in 1900.The 19th century was a hundred years in which European powers gradually dominated in Africa.The survival of the Toro is not only affected by the international relations of the Great Lakes region,but also by the external variables of European countries,especially the United Kingdom.Therefore,Toro's diplomacy has a high research value.This paper is divided into four parts according to the international and regional situations and the diplomacies adopted by Toro at different historic stages.The first part gives an overview of the kingdom of the Great Lakes region and the establishment of the Toro.The second part focuses on the world situation,the regional situation and the diplomacies adopted by the Toro between 1822 and]865.During this period,the influence of European forces on the Great Lakes region was limited,but indirectly affected the international relations in the Great Lakes region,and the regional situation determined the diplomacies of the Toro.The third part mainly studies the international and regional situations and the diplomacies adopted by the Toro from 1865 to 1891.During this period,the Kingdom of Toro fell into a battle for the throne,and the domestic situation was chaotic.It was annexed by the Kingdom of Bunyoro in 1800.The fourth part focuses on the international and regional situation and the diplomacies adopted by the Toro from 1891 to 1900.During this period,the European powers have divided the African continent,and the United Kingdom has become the dominant force in the Great Lakes region.How the Toro Kingdom treated the British colonial power became the main problem it faced in the last decade of the 19th century.Through cooperation with the British colonial forces,the Toro not only achieved the restoration of the kingdom,but also the power of the king has enhanced.Through the study of the diplomacy and survival of the Toro Kingdom,this paper attempts to think and test some of the international relations theory.The historical experience of the Kingdom of Toro reflects that the theory of rational choice may not be effective,the loss of national power in seeking hegemony can be compensated by plundering the third parties,and the balance of power is not the normality in international relations.
