During the loss of Tang Honglu Well Stele in Japan for more than 110 years,China has tried many times to ask the Japanese to return Tang Honglu Well Stele.Despite efforts by civil society organizations to chase Tang Honglu Well Stele from Japan,progress has been slow.In this conte xt,through sorting out the historical facts of the theft of Tang Honglu We ll Stele,it's hoped that the reader will be aware of the loss of the Tang Ho nglu Well Stele.In this paper,the recourse course of the Tang Honglu W ell Stele is made an analysis,and the problems existing in the reference ar e analyzed,and the internal cause of the recourse action is clearly obstruc ted and the external cause of the recourse action is analyzed,so that we ca n correctly realize that the recourse of Tang Honglu Well Stele should tak e the state as the main body,and divide the recourse process into three sta ges,that are consultation and cooperation,arbitration and litigation.Unde r the condition of having sufficient evidence,the request for restitution to Japan in different stages should be put forward,at the same time,the legislation of treaties relating to the loss of cultural relics both at home and abroad should be constantly improved,and a full-time department should be set up so as to strengthen international cultural exchanges,reasonably make treatment of the recourse to the cultural relics into Japan,and solve the problem of Tang Honglu Well Stele return as soon as possible with the assistance of colleagues from all walks of life.
