Study On Industrial Inspection Activities Along The Western Section Of Longhai Railway In The 1930s

After the outbreak of the Mukden Incident,the whole country was in a state of panic.The Kuomingtang government,which has the political power of the country,has adopted the policy of "Resisting Foreign Aggression after Stabilizing the Country",which has led to the fall of northeast and southeast China.Under the pressure of the domestic situation,Chiang Kai-shek shifted his strategic vision to Xi’an,Shaanxi Province,which marked the official establishment of northwest China’s position as the rear area of the Anti-Japanese war.Major political decisions will inevitably affect the public opinion orientation of the society.Facing the "new-born" state of Northwest railway construction in 1930 s,people with lofty ideals had came up with many insights on the importance of China’s national defense and economic construction in "northwest development" strategy in order to meet the needs of the government and respond to the call of the times.Route selection is of great significance for railway construction.At that time there was a serious divergence in the direction of the western section of Longhai Railway.To solve this problem,the Longhai Railway Administration,together with the Shaanxi and Gansu provincial governments,organized three industrial inspection activities.The inspection subjects of this paper includes Longhai Railway Economic Inspection Report of Shaanxi Section,Longhai Railway Economic Inspection Report of Gansu Section and Industrial Inspection of Shaanxi in the 1930 s.In addition,the paper has taken the extension direction of the western section of Longhai Railway as the breakthrough point.On the basis of fully discussing the preparatory process and development of the inspection activities,this paper analyses the positive effects of the three industrial inspection activities on the backward Shaanxi-Gansu region and the northwest rear under the crisis of national calamity.At the same time,on the basis of grasping the characteristics of wartime,this paper carries out in-depth reviews on the limitations of inspection areas and that of the knowledge structure of the inspection groups,as well as the multi-channel and inaccuracy of data sources,and the deficiency of the inspection contents,so as to fully tap the "far-reaching" ideology on the basis of "seeking truth",and provide enlightenment for building a strong country with socialist modernization.
