| Industrial policy is a policy formulated by the government for a specific industry.It promotes the scientific growth and development of the economy and maintains the effective allocation of market mechanisms and resources.In promoting the sustainable development of the industry,industrial policies have played an important role in guiding,guiding and boosting the effects.Similarly,cultural industry policies are also a dynamic mechanism for promoting the development of cultural industries.Yunnan is the most densely populated area of ethnic minorities in China.The rich cultural resources of the country have laid a solid foundation for the development of Yunnan's cultural industry.Based on local resources,we have formulated an innovative national cultural industry policy,which promoted the leap-forward development of"national culture province" to "national culture strong province" and created a"Yunnan phenomenon" that has a major impact in the country.It has successively issued a series of influential policy documents such as "The Outline of the Construction of Yunnan National Culture Province" and "The Tenth Five-Year Plan for the Construction of Yunnan National Culture Province" to guide the transformation of cultural resources into cultural capital.In 2010,according to Yunnan local standards,the added value of cultural industries in Yunnan reached 43.3 billion yuan,accounting for 6.1%of GDP,making it one of the regions in the country where the added value of the six major cultural industries accounted for more than 5%of GDP.However,in 2012,in order to realize the cultural industry as a pillar industry of the national economy,the state promulgated the "Framework System for Statistical Indicators of Culture and Related Industries."In the same year,Yunnan accounted for the national statistical standards,and the value added of the cultural industry fell in a statistically significant manner,falling from 63.508 billion yuan to 38.03 billion yuan,and its share of GDP also fell from 6.5%to 3.7%,losing the backbone of the national economy.The status of the sex industry.In the country's top-down"shaft management",the cultural industry policy points to:abandon the "local standards" of the characteristic industries,and turn to the "targeting" format of the national policy.The main business form of "Gold,Wood,Earth,Stone and Cloth”has become the dominant factor in the development of Yunnan's cultural industry.The multi-head management of "Poetry and Distance" has restricted the allocation of resources."Tourism +" has become the only cultural industry development in various cities in Yunnan.Paths and other phenomena have caused us to think.In the new era,exploring the evolution of Yunnan's cultural industry policy and the development trend in the transformation and upgrading will help promote the sustainable development of Yunnan's cultural industry.To this end,this article takes the policy as the main line and comprehensively systematically sorts out the evolution process of Yunnan's cultural industry policy,from the "cultural value understanding"to the "market subject cultivation" policy evolution stage(1995-2005),from"characteristic development" to The policy evolution stage of the "industrial system"(2006-2012),from the "targeting development" to the "secondary entrepreneurship"policy evolution stage(2012-present)three stages of in-depth analysis.From the analysis of the evolution process,it is concluded that the Yunnan cultural industry policy has a path dependence problem,which is the path dependence of "statistical indicators","shaft management" and "external market".This paper proposes the development direction of Yunnan cultural industry policy adjustment from the perspective of academics,mainly to establish:multi-efficiency evaluation mechanism,large-scale management system,internal cultural consumption policy,public cultural service and cultural industry coordinated development mechanism.Accelerate the development of Yunnan's cultural industry along a healthy and orderly track. |
