The translation report is concerned with the translation of modal verb“shall”in Rules of the Arizona House of Representatives 53~rdd Legislature 2017-2018,which comes from an official website of Arizona state department--https://www.azleg.gov/,in which the rules of the Arizona House of Representatives provide solutions to the procedural problems faced by House of Representatives during the sessions.As a legislative text,the frequent employment of modal verbs constitutes the distinct stylistic features of legal text,which makes it different from other texts.This translation report attempts to systematically analyze the modal verb in the source text from the perspective of interpersonal function,and to sum up some translation methods of modal verb“shall”with higher frequency in the source text.It has concluded that in translating the modal verb“shall”there are four Chinese equivalents of“shall”,namely,“?/??...??”in authorizing provisions,“??/?”in obligatory provisions,“??/??”in prohibitive provisions and zero translation in declaratory provisions.The purpose of this translation report is to accurately reconstruct the modality meaning in the translation and dynamically realize the interpersonal function by concluding some translation strategies,and then accurately convey the content of the text.It is also hoped that the translation strategies and methods in this translation report will offer some references for other translators who also work on similar work.
